ORDER OF THE MINISTER OF EMERGENCY SITUATIONS OF THE REPUBLIC OF KAZAKHSTAN

About approval of Requirements for the prevention of emergency situations

According to the subitem 100) of Item 1 of article 12 of the Law of the Republic of Kazakhstan "About civil protection", I ORDER:

1. Approve the enclosed Requirements for the prevention of emergency situations.

2. To provide to committee of the prevention of emergency situations of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective since January 1, 2027 and is subject to official publication.

Requirements for the prevention of emergency situations

Chapter 1. General provisions

1. Requirements for the prevention of emergency situations (further - Requirements) are developed according to the subitem 100) of Item 1 of article 12 of the Law of the Republic of Kazakhstan "About civil protection".

2. Fulfillment of requirements according to the prevention of emergency situations is provided with heads of the central and local executive bodies within their competence established by the law and other regulatory legal acts of the Republic of Kazakhstan.

Chapter 2. Requirements to the organization of monitoring systems, including with use of remote-sensing instruments of the earth, the notification of civil protection, protection of the territories and objects from emergency situations

3. The authorized state bodies responsible for providing and functioning of republican services of civil protection ensure creation and the continuous functioning of the round-the-clock services of monitoring and rapid response to emergency situations of natural and technogenic nature including:

1) the organization of the round-the-clock dispatching (person on duty) service with the necessary number of staff determined depending on amounts and nature of the assigned tasks taking into account specifics of industry and risks of emergency situations;

2) equipment of service technical means of monitoring, communication, notification, video surveillance, processing and information transfer necessary for ensuring uninterrupted observation of situation and timely emergency response;

3) collection, processing and integration of data of remote sensing of the earth, including operational satellite monitoring;

4) development and observance of regulations of reaction, including operations procedure, admissible terms of reaction and algorithms of the notification and interaction with other subjects of civil protection;

5) maintaining the operational magazine with fixing of all signals, incidents and the taken response measures, with possibility of internal control and the analysis;

6) carrying out annual assessment of readiness and efficiency of functioning of services with elimination of the revealed shortcomings.

4. Authorized body in the field of meteorological and hydrological monitoring:

1) ensures functioning of the round-the-clock state supervisory network on meteo - and to hydrological monitoring in the territory of the Republic of Kazakhstan;

2) is provided by timely and open informing on storm, flood and other dangerous hydrometeorological phenomena in the way:

publications of preventions at least once a week, and also in case of each updating of forecast data;

distribution of preventions through official Internet resource, mobile applications, mass media, and also other channels of the notification;

appointments of responsible structural divisions (or officials) for forming, approval and the publication of preventions at the scheduled time;

maintaining archive of the published preventions with open access for authorized body in the field of civil protection (further - authorized body) and local executive bodies;

3) Provides operational data transmission about current status of hydrometeorological situation, including levels and expenses of water, quantity and intensity of rainfall, speed and the direction of wind, air temperature and waters.

In case of identification of the dangerous and spontaneous hydrometeorological phenomena information is without delay transferred to authorized body and local executive bodies:

no later than 15 minutes from the moment of fixing of event;

in electronic format through official channels of data transmission, including e-mail, specialized platforms and other technical means providing immediate delivery;

with indication of the responsible structural division or the official on duty providing timeliness, completeness and reliability of the transmitted data;

4) is performed by the evidence-based forecast of floods and floods, including calculation of time of their approach, level of rising of water, duration of the flood period, terms of opening and freezing of the rivers, and also probabilities of formation of ice jams and zazhor. Forecasts prepare with use of modern methods of mathematical modeling and the analysis of climatic data;

5) is provided by high-quality and timely filling with information of national information systems and specialized portals, including cards of preventions, interactive maps of hydrometeorological situation, climatic inventories and other resources intended for monitoring, the forecast and the prevention of emergency situations of natural nature;

6) is provided by access to authorized body and local executive bodies to information systems and portals of National hydrometeorological service.

5. Local executive bodies:

1) ensure round-the-clock operation of the services on duty and dispatching performing permanent monitoring of emergency situations of natural and technogenic nature in the subordinated territories. Dispatching services accept and process operational information, provide its timely transfer to authorized state bodies and will organize reaction in case of identification of threats;

2) provide installation and operation of the automated systems of early detection of emergency situations:

meteorological stations, hydroposts, thermal imaging video cameras;

sensors of gas contamination, smoke, temperature, movement on dangerous production and infrastructure facilities;

3) provide informing the population through:

the automated systems of the centralized notification based on analog and digital broadcasting, cellular communication and the Internet;

loud-speaking installations in places of mass stay of the population;

the mobile applications and SMS notifications integrated with the database of the population living in risk zones;

4) provide regular placement of up-to-date information about potential risks, the predicted emergency situations and the current operational situation on official Internet resources, on social networks of akimats and bodies of civil protection. In the period of the increased danger such data are published at least once a week for the purpose of awareness of the population and forming of culture of safety;

5) is provided by conducting semi-annual checks of operability of monitoring systems and the notification with creation of the act of technical condition and the direction of the report in authorized body.

Chapter 3. Requirements to planning of actions for the prevention of emergency situations

6. The central executive bodies annually develop drafts of plans for the prevention of emergency situations the forthcoming year on competences of activities and till December 1 claim in coordination with authorized body.

Plans for the prevention of emergency situations contain the following Sections:

the analysis of threats by each type of emergency situations;

the predicted risks;

actions for the prevention and minimization of effects of emergency situations;

the planned actions for personnel training and the populations;

the planned doctrines;

actions for informing the population;

financing, material reserves.

7. Local executive bodies taking into account exposure of the territory are developed, approved with territorial authorities of authorized body and approve as akims of administrative and territorial units (area (the city of republican value), the area (the city of regional value) the following annual plans for the prevention of emergency situations:

till January 10 - the plan for the prevention of emergency situations of technogenic nature;

till January 10 - the plan for ensuring seismic safety;

till February 1 - the plan for the prevention of emergency situations during the flood period;

till April 15 - the plan for safety of citizens on reservoirs;

till April 15 - the plan for the prevention of emergency situations during the fire-dangerous period;

till May 1 - the plan of engineering works on preparation for the forthcoming flood period;

till May 15 - the plan for safety of the population during the mudflow and opolzneopasny periods;

till October 15 - the plan for safety of the population during the winter period;

till November 1 - the plan for safety of the population during the avalanche period.

8. Regional (the cities of republican value), district (the cities of regional value) plans for the prevention of emergency situations contain the following Sections:

1) description of potential sources of emergency situations and zones of possible defeat;

2) forecast of effects of emergence of emergency situations;

3) actions for decrease in risk and elimination of the factors promoting emergence of emergency situations;

4) list of the organizations and services, actionees of precautionary actions;

5) procedure for informing and notification of the population;

6) the actions directed to preserving life and human health, decrease in material damage and ensuring first-priority requirements of the population in case of emergency situations;

7) order of interaction with the neighboring regions in case of cross-border threats.

9. The central and local executive bodies provide internal control behind implementation of actions, the emergency situations provided by plans for the prevention, at least once a half-year.

Control includes:

assessment of timeliness and completeness of accomplishment of actions;

verification of presence and compliance of reporting documents on each action;

documentary registration of results of internal control with possibility of the subsequent analysis.

10. The central and local executive bodies carry annually out efficiency analysis of accomplishment of the actions included in plans for the prevention of emergency situations, for completion of the corresponding seasons of risk.

11. Local executive bodies annually create extraordinary reserves for ensuring timely emergency response of natural and technogenic nature.

12. Extraordinary reserves of local executive bodies are created proceeding from the predicted types and scales of emergency situations, expected amount of works on their liquidation, and also the maximum possible use of the available forces and means for prevention and liquidation of emergency situations.

13. Entering of offers into the relevant state bodies on expansion, redistribution or updating of extraordinary reserves is performed:

based on the analysis of vulnerabilities and forecasts for emergency situations;

by results of doctrines and real emergency situations;

in case of changes in the legislation and regulations.

Chapter 4. Requirements to development of material safety data sheets

14. Development, adjustment and approval of material safety data sheets of areas, cities of republican value and the capital is performed by territorial authorities of authorized body.
