About approval of Changes in the Instruction about the organization of production, release into the stream of commerce and realization of commemorative and investment coins of Ukraine, souvenirs

According to Articles 7, of 15, of 33, of 34, of 35, of 42, 56 Laws of Ukraine "About the National Bank of Ukraine", for the purpose of normative settlement of planning of release and realization of investment coins of Ukraine, numismatical products of the National Bank of Ukraine the Board of the National Bank of Ukraine decides:

1. Approve Changes in the Instruction about the organization of production, release into the stream of commerce and realization of commemorative and investment coins of Ukraine, the souvenirs approved by the resolution of Board of the National Bank of Ukraine of May 30, 2012 No. 213, of Ukraine registered in the Ministry of Justice on June 22, 2012 at No. 1044/21356 (with the enclosed changes).

2. To department of currency circulation (Oleg Prokhoda) after official publication to inform banks of Ukraine information on adoption of this resolution.

3. To impose control over the implementation of this resolution on the vice-chairman of the National Bank of Ukraine Alexey Shaban.

4. The resolution becomes effective since April 1, 2026.

Changes in the Instruction about the organization of production, release into the stream of commerce and realization of commemorative and investment coins of Ukraine, souvenirs

1. In Chapter 1:

Item 1.2 to state 1) in the following edition:

"1.2. Terms in this Instruction are used in such value:

1) auction for sale of commemorative coins of Ukraine and souvenirs (further - auction) - sale of commemorative coins of Ukraine and souvenirs as a result of which their owner is that participant (legal entity or physical person) who during tendering offered top price;

2) the distributor of National Bank (further - the distributor) - bank of Ukraine, other legal entity determined by National Bank which based on contracts with National Bank sell on its own behalf numismatical products of National Bank and investment coins provide development and strategy implementation on expansion of the markets of their sale and promotion;

3) investment coins of Ukraine (further - investment coins) - the coins made from precious metals with tests for gold - 999,9, for silver - 999,9, for platinum - 999,5, which are intended for investment and accumulating;

4) category of state of investment coins - the characteristic of external condition and physical parameters of investment coins (appendix 1);

5) quality category of stamping of commemorative and investment coins - the characteristic of physical (external) condition of commemorative and investment coins (appendix 2);

6) numismatical products of National Bank (further - numismatical products) - commemorative coins of Ukraine from precious and non-noble metals, commemorative banknotes, souvenirs;

7) wholesale price of National Bank (further - wholesale price) - the price at which the National Bank sells numismatical products to distributors in lots;

8) commemorative banknotes - the banknotes of national currency of Ukraine introduced into circulation for the collection purposes by limited circulations to outstanding events and the anniversaries memorable to events of history and the present, actions for protection of the surrounding environment, other events of public life including those which celebration is celebrated at the national level;

9) commemorative coins of Ukraine (further - commemorative coins) - coins from precious or non-noble metals which are made using the special technologies providing the increased quality of coins and are released by National Bank limited circulations on the occasion of celebration of anniversaries, memorable events of history and the present, actions for protection of the surrounding environment, other events of public life;

10) the damaged numismatical products and investment coins found in storages of National Bank - investment coins and numismatical products which in the course of storage in inventories of cash acquired signs of damage or on which there was the hidden defect of the producer;

11) the damaged investment coins acquired at physical persons - the investment coins having damage signs cannot be also used as instrument of payment for calculations for all types of cash transactions;

12) retail price of National Bank (further - retail price) - the price according to which the National Bank sells numismatical products at retail to physical persons and legal entities;

13) special release - release of the turnover commemorative coins issued by special circulations (from one million pieces) prior to outstanding events and anniversaries, memorable events of history and the present, actions for protection of the surrounding environment, other events of public life, including those which celebration is celebrated at the national level, and is legal means of payment;

14) souvenirs of National Bank (further - souvenirs) - products provided by the plan of release of numismatical products and investment coins of Ukraine (further - the plan of release), are implemented as a part of sets and/or according to separate names;
