1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Justice of the Republic of Kazakhstan after its official publication.

5. To impose control of execution of this order on the supervising vice-Minister of Justice of the Republic of Kazakhstan.

6. This order becomes effective after ten calendar days after day of its first official publication.

Rules of assignment of qualification of the court expert

Chapter 1. General provisions

1. These rules of assignment of qualification of the court expert (further – Rules) are developed according to the subitem 15) of article 12 of the Law of the Republic of Kazakhstan "About judicial and expert activities" and with the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law), determine procedure for rendering the state services "Assignment of Qualification of the Court Expert" and "Assignment of Qualification on the Right of Production of Certain Type of Medicolegal, Forensic-psychiatric and Judicial and Narcological Examinations" (further – the state services).

2. The following basic concepts are provided in these rules:

1) Single contact center (further – contact center) – the legal entity determined by authorized body in the field of rendering the state services, performing functions of directory service on provision to uslugopoluchatel of information on questions of rendering the state and other services and also to state bodies – information on questions of rendering information and communication services;

2) uslugopoluchatel – the physical person applying for occupation judicial and expert activities and for assignment of qualification of the court expert;

3) service provider – The republican state state company "Center of Judicial Examinations of the Ministry of Justice of the Republic of Kazakhstan" (further - TsSE);

4) the state service – one of the forms of realization of the separate state functions or their set performed according to the address or without address of uslugopoluchatel and directed to realization of their rights, freedoms and legitimate interests, provision of the corresponding material or non-material benefits by it;

5) assignment of qualification of the court expert - delivery by person of testing for knowledge of the legislation and check of due level of practical skills, with issue of the certificate of competency of the court expert on the right of production of certain type of judicial examination;

6) the operator of testing (further - the Operator) – the operator on technical supply of test procedures and smooth functioning of the single digital database (information system) on personnel of public service;
