According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" I ORDER:
1. Approve the professional standard "Kouchingovaya Activities (Kouch)" according to appendix to this order.
2. To provide to department of work and social partnership of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation:
1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan.
3. To impose control of execution of this order on the first vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. Scope of the professional standard: The professional standard "Kouchingovaya Activities (Kouch)" is developed according to article 5 of the Law of the Republic of Kazakhstan "About professional qualifications".
This professional standard is applied in case of assessment and recognition of professional qualification kouchy, development of the quality standards of services and development of human capital in different spheres - business, education, health care, the social sphere, public administration and personal development.
The standard is intended for:
- the organizations providing services of coaching;
- the organizations preparing (training/implementing program of preparation and advanced training) to kouchy;
- associations and professional associations of kouchy;
- employers and the organizations using coaching in the activities;
- clients and customers of kouchingovy services;
- the bodies which are responsible for certification, accreditation and recognition of qualifications.
Coaching represents the professional partnership aimed at the development of thinking, sensibleness and the client's potential, assistance to achievement of the personal and professional purposes.
Activities of kouch are based on the ethical principles, competences and the quality standards recognized in the international community by professional associations / federations of coaching
This standard establishes:
requirements to qualification and professional training levels of kouchy);
- obligatory competences, knowledge and abilities;
- requirements to ethical behavior and professional responsibility;
- criteria for assessment of qualification and recognition of informal education.
Kouchingovy activities are based on the principles of respect, partnership, professional responsibility and ethical behavior.
Kouchingovy services are rendered on voluntary basis, in the safe and confidential circle.
Professional activity of kouch is based on the international competences and includes obligatory development of professional and personal qualities.
Qualification of kouch proves to be true through certification and regular increase in level of skill (superviziya, mentoring, training, membership in professional communities).
Коуч shall observe profession borders, distinguishing coaching from consultation, psychotherapy, mentorship and other adjacent types of activity.
Коуч bears the personal liability for observance of the Code of ethics of kouch of professional association / federation and for provision of services according to the principles of honesty, equality and nondiscrimination.
This standard considers possibility of recognition of the informal education documented or through portfolio of professional achievements.
For qualification maintenance коуч shall undergo continuous professional development – at least 40 hours of kouchingovy specialized training each three years.
Associations and professional associations of kouchy provide system of ethical supervision and consideration of addresses of clients.
2. In this professional standard the following terms and determinations are applied:
1) professional kouchingovy association or federation – the consolidation registered in the Republic of Kazakhstan professional kouchy, having the status of non-profit organization, combining graduates of different kouchingovy schools, and (or) the companies and the organizations;
2) professional-level certification – official confirmation of qualification of kouch on the basis of international standards from professional international associations or federations kouchy which can be offset at the level of this Professional standard:
- the first level of certification - demonstration of competences of kouch as a result of training in coaching at least 50 class periods according to the accredited program in the international kouchingovy association or federation, the confirmed kouchingovy practice after training completion at least 50 hours;
- the second level of certification - demonstration of steady ownership of kouchingovy skills and mature ethical line item as a result of training in coaching at least 100 hours according to the accredited program in the international kouchingovy association or federation, the confirmed kouchingovy practice at least 100 hours after completion of training, passing the international examination;
- the third level of certification - demonstration of depth, sensibleness and internal stability of kouch as a result of training in coaching at least 120 hours according to the accredited program in the international kouchingovy association or federation, the confirmed kouchingovy practice at least 500 hours after completion of training, passing the international examination;
- certification level "Team coaching" - demonstration of steady ownership of kouchingovy skills of work with teams and mature ethical line item as a result of training in team coaching at least 60 hours in addition to kouchingovy education, the confirmed kouchingovy practice after training completion at least five successful cases, passing the international examination on the Team Coaching level;
3) the client – the physical person or group of persons receiving kouchingovy service in individual, group or command or organizational format;
4) коуч – the specialist who is professionally accompanying the client in the course of personal and/or professional development using coaching methods;
5) coaching – the professional partnership of kouch with the client directed to stimulation of thinking, sensibleness development, disclosure of potential for achievement of the significant purposes of the client;
6) superviziya and mentoring of kouchy – the forms of professional support of kouch aimed at work quality assurance, development of competences and respect for ethical standards;
7) ethical principles – the regulations of professional behavior of kouch determining responsibility, confidentiality, respect for the client, honesty and transparency of interaction.
3. In this professional standard the following reducings are applied:
1) NRK – national frame of qualifications;
2) the ORK – industry framework of qualifications;
3) ETKS – single wage rate book;
4) REA – explanations of ethical aspects of the Code of ethics of the international professional association of coaching;
5) ESG (Environment, Social, Governance) – (ecology, the social sphere, management) is set of criteria for assessment of activities of the company from the point of view of its impact on the environment, the social sphere and qualities of corporate management.
