About questions of building-up and diversification of commodity export and services

For the purpose of increase in efficiency of activities for questions of development of international cooperation of the Republic of Belarus with foreign states and subjects of the Russian Federation, ensuring building-up and diversification of commodity export and services, based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z

1. Determine that the fixed officials * according to the list according to appendix 1 are on position heads (deputy managers) of the Belarusian parts of joint educations ** and together with heads of the Ministry of Foreign Affairs (further – the MFA) and diplomatic representations and consular establishments of the Republic of Belarus (further – foreign institutions) are assigned to the countries for ensuring building-up and diversification of commodity export and services.

* For the purposes of this resolution the fixed officials are understood as persons holding the highest state positions of the Republic of Belarus and the state positions included in the personnel register of the Head of state of the Republic of Belarus.

** For the purposes of this resolution joint educations are understood as the intergovernmental commissions, committees, councils created within international treaties of the Government of the Republic of Belarus with the governments of foreign states, the commissions, councils on development of cooperation of the Republic of Belarus with the State Parties of the Commonwealth of Independent States (further – the CIS), councils, the joint commissions, the working groups on cooperation with subjects of the Russian Federation.

2. Authorize the fixed officials on approval as heads (deputy managers) of the Belarusian parts of joint formations of persons holding positions according to the list according to appendix 2.

3. Approve Regulations of work of the fixed officials on development of cooperation with subjects of the Russian Federation it (is applied).

4. Grant the right to heads (deputy managers) of the Belarusian parts of joint educations:

attract to participation in meetings of joint educations and the Belarusian parts of joint educations of representatives of the interested state bodies and the organizations *;

create the working groups and other forming of joint educations for the solution of the questions arising during implementation of international treaties of the Government of the Republic of Belarus with the governments of foreign states.

5. Assign accomplishment of functions of the Belarusian parts of the joint commissions provided by international treaties of the Government of the Republic of Belarus with the governments of the State Parties of the CIS to the commissions on development of cooperation of the Republic of Belarus with the State Parties of the CIS.

6. Information on officials who are approved as heads (deputy managers) of the Belarusian parts of joint educations according to appendix 2, is submitted within the MFA within ten-day term after their approval.

7. The MFA as the coordinating body of foreign economic activity of the Republic of Belarus within the competence has the right to give instructions to state bodies and the organizations for building-up and diversification of commodity export and services.

8. The fixed officials ** on assigned to them the countries:

have the right in case of the coordinating role the MFA in the field of foreign economic activity to give instructions to state bodies and the organizations for building-up and diversification of commodity export and services;

perform obligatory approval about the MFA of questions of development of political cooperation, with the Ministry of Defence – questions of development of military cooperation, with the State military-industrial committee – questions of development of military and technical cooperation.

9. The fixed officials together with the MFA and foreign institutions provide:

implementation of system work in the field of foreign economic activity of joint educations ***, having provided carrying out regular, at least once in half-year of meetings of the Belarusian parts of the specified joint educations for the solution of problematic issues of promotion of the Belarusian goods and services on the markets of foreign states;

10. Heads of foreign institutions:

in interaction with state bodies and the organizations develop "road maps" on building-up and diversification of export to the countries * the accreditations assigned to officials for the two-year period;

two times a year to the 5th day of the second month following reporting half-year submit in the MFA reports on the work on building-up and diversification of export to the countries of accreditation done together with the fixed officials.

11. Heads of state bodies and organizations:

will organize planning and practical activities concerning building-up and diversification of commodity export and the services, including development and realization approved about the MFA of the industry export strategy for the medium term, for accomplishment determined by the Government of the Republic of Belarus of indicators by commodity export and services;

provide interaction with the fixed officials and the MFA, and also accomplishment of their orders under the organization of practical negotiation, project and contractual work with the respective countries;

represent two times a year to the 5th day of the second month following reporting half-year to the MFA summary reports on the done work, including data on accomplishment of indicators on commodity export and services, building-up of amounts and diversification of export deliveries on goods items and the countries, the signed contracts.

12. The MFA together with foreign institutions:

12.1. in interaction with the fixed officials:

renders organizational and other assistance to state bodies and the organizations in practical work on questions of building-up and diversification of commodity export and services;

makes offers and recommendations to state bodies and the organizations for increase in efficiency of export to the specific countries;

12.2. in interaction with state bodies and the organizations ** annually no later than December 1 brings for approval in Council of Ministers of the Republic of Belarus indicators on commodity export over the countries;
