Based on part one of Item 3 of the Regulations on procedure for holding actions technical (technological, testing) the nature approved by the Presidential decree of the Republic of Belarus of June 6, 2025 No. 227, the State committee on standardization of the Republic of Belarus DECIDES:

1. Approve the Instruction about procedure by bodies of the state construction supervision of actions technical (technological, testing) nature it (is applied).

2. Declare invalid the resolution of the State committee on standardization of the Republic of Belarus of January 31, 2024 No. 8 "About approval of the Instruction about procedure by bodies of the state construction supervision of actions technical (technological, testing) nature".

3. This resolution becomes effective since January 1, 2026.

The instruction about procedure bodies of the state construction supervision of actions technical (technological, testing) nature

1. This Instruction determines procedure for carrying out the state construction supervision of actions by bodies technical (technological, testing) nature (further – MTH) by survey of construction objects regarding their compliance to requirements of operational reliability and safety and observance of established procedure of construction (further, unless otherwise specified, – survey of construction object) in the part which is not settled by Regulations on procedure for holding actions technical (technological, testing) nature.

2. For the purposes of this Instruction participants of construction are understood as the prime contractor, the general designer, the customer, the builder, the investor, the engineer (the engineering organization), the contractor, the representative of designer's service, the representative of technical supervision, developer of the project documentation, subcontractor.

3. Survey of construction objects is performed on construction objects on which according to the legislation the state construction supervision, once a month (in need of its carrying out) or upon receipt of information on violation of the law in the field of construction activities based on the decision on carrying out survey of construction objects in form according to appendix 1, of the body of the state construction supervision accepted by the head, his deputies is exercised.

When carrying out survey concerning several construction objects belonging to one customer (builder), the head of body of the state construction supervision, his deputies make single solution on carrying out MTH with execution following the results of the single document.

In reasonable cases (various spheres of supervision, territorial dissociation, significant amount and heterogeneity of objects of action, various degree of their construction readiness and other) it is allowed to make separate decisions on one or several objects of MTH belonging to one subject.

4. Carrying out survey of construction objects is not allowed:

Inspection department and supervision of construction of the State committee on standardization (further – Department) – if during the period established for its carrying out inspection of construction objects was performed by inspectorate of Department for area or Minsk, specialized inspection of Department;
