The center is responsible in the activities only for organizational work and promotes decision making which shall be accepted by international financial institutions concerning projects, and realization of the purposes and tasks of international financial institutions on the basis of the technical rules determined in the bank project documentation.

3. Rights and obligations of the Center

11. The center has the right:

- according to the procedure, established by the legislation of the Republic of Tajikistan to own, use and dispose of the property belonging to it on the right of operational management;

- sign contracts (contracts), make legal acts, acquire the property and non-property rights, be defendant and the claimant in courts;

- to independently perform the current and perspective activities;

- open with the permission of Executive office of the President of the Republic of Tajikistan accounts in national and foreign currency in bank institutions of the republic;

- perform other activities which are not contradicting the legislation of the Republic of Tajikistan.

12. The center shall:

- according to the legislation of the Republic of Tajikistan to create safe working conditions for workers, to provide the legal guarantees of citizens established by the state and to bear damage liability, caused to their health and working capacity in accordance with the established procedure;
