About change of the laws concerning application of special rationing measures

Article 1. The fourth article 22 of the Bank code of the Republic of Belarus of October 25, 2000 to add part with words ", legal acts for application of special rationing measures".
Article 2. Bring in the Law of the Republic of Belarus of July 12, 2023 No. 280-Z "About application of special rationing measures" the following changes:
1. Add Article 3 with Item 3 following of content:
"3. The Council of Ministers of the Republic of Belarus has the right to determine as subjects to application of special rationing measures the specific states and (or) particular persons from among specified in Item 1 of this Article, and also to establish methods of their determination.".
2. In Article 8:
state item 4 in the following edition:
"4. In the decision on application of special restrictive measure are specified:
the unfriendly actions which formed the basis for application of special restrictive measure;
specific type of the applied special restrictive measure;
subjects to application of special restrictive measure and (or) methods of their determination;
terms of application of special restrictive measure;
mode of operation of special restrictive measure;
measures of ensuring compliance with special restrictive measure and state bodies and (or) other organizations authorized on realization of such measures of providing (further if other is not established, - authorized bodies and (or) the organizations), their powers;
form and frequency of provision of information on observance of special restrictive measure;
the list of state bodies (organizations) exercising control of observance of special restrictive measure and implementation of measures of ensuring compliance with special restrictive measure.";

3. Add the Law with Article 8-1 of the following content:
