About some questions of export of meat of cattle from the territory of the Republic of Kazakhstan

According to Item 2 of Article 17 and Item 3 of article 18 of the Law of the Republic of Kazakhstan "On regulation of trading activity", articles 29 and 47 of the Agreement on the Eurasian Economic Union of the May 29, 2014 ratified by the Law of the Republic of Kazakhstan "About ratification of the Agreement on the Eurasian Economic Union" I ORDER:

1. Introduce quantitative restrictions (quotas) for export of meat of cattle for a period of 6 months (codes of the Commodity nomenclature of foreign economic activity of the Eurasian Economic Union: 0201 - meat of cattle, is fresher or cooled and 0202 - the meat of cattle refrigerated) from the territory of the Republic of Kazakhstan to the third countries and to the countries of the Eurasian Economic Union of 20 (twenty) thousand tons.

2. Approve Rules for apportionment of quantitative restrictions (quotas) (further - Rules) according to appendix to this order.

3. To the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation to inform the Eurasian economic commission on application of measures for realization of Item 1 of this order.

4. To committee of veterinary control and supervision of the Ministry of Agriculture of the Republic of Kazakhstan in case of interaction with Committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan within the competence to take necessary measures for ensuring execution of Item 1 of this order in the procedure established by the legislation.

5. And conversions of agricultural products of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation to provide to department of the agrofood markets:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

6. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

7. This order becomes effective after day of its first official publication, except for the fourth paragraph of Item 11 of Rules which becomes effective since April 1, 2026.

Rules for apportionment of quantitative restrictions (quotas)

Chapter 1. General provisions

1. These rules of distribution of quantitative restrictions (quotas) (further - Rules) are developed according to Item 3 of article 18 of the Law of the Republic of Kazakhstan "On regulation of trading activity" and determine procedure for distribution of quantitative restrictions (quotas).

2. In these rules the following concepts are applied:

1) the feedlot - the subject of agro-industrial complex having the specialized platform and performing purchase of cattle for further fattening;

2) the meat-processing company - industrial complex where slaughter of animals and conversion of products of slaughter is performed, there are lairage, manufacture workshops, department of production veterinary health control and supervision and other auxiliary objects meeting veterinary sanitary standards and the requirements;

3) the web portal of "the electronic government" (further - the portal) - the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically;

4) authorized body - The Ministry of Agriculture of the Republic of Kazakhstan performing management in spheres of agro-industrial complex, the irrigated agriculture and melioration, land resources, also in limits, stipulated by the legislation, cross-industry coordination of state bodies in the field of the activities referred to its competence;

5) the operator - the legal entity performing maintenance of the state information system.

Chapter 2. Procedure for distribution of quantitative restrictions (quotas)

3. The authorized body no later than 3 (three) working days from the date of maintaining in action of these rules places the announcement of the beginning of distribution of quotas for export of meat of cattle on the www.gov.kz Internet resource.

4. In the announcement the following information is specified:

1) the quota size for export of meat of cattle;

2) the size of quota for one exporter for export of meat of cattle.

5. After enforcement of these rules on the portal the admissible size of amount of quota for export of meat of cattle is created.

6. The quota size for export of meat of cattle constitutes 20 000 (twenty thousand) tons.

7. The quota size as like as two peas, is established depending on capacity of the feedlot in the following sizes:

in case of capacity of the feedlot from 5 000 (five thousand) heads - 1 000 (one thousand) tons;

in case of capacity of the feedlot from 10 000 (ten thousand) heads - 2 000 (two thousand) tons;

in case of capacity of the feedlot from 15 000 (fifteen thousand) heads - 3 000 (three thousand) tons;

in case of capacity of the feedlot from 20 000 (twenty thousand) heads - 4 000 (four thousand) tons;

in case of capacity of the feedlot from 50 000 (fifty thousand) heads - 10 000 (ten thousand) tons;

8. In the presence at one person of two and more feedlots the size of quota is determined proceeding from their cumulative production capacity.
