1. Approve Requirements to arrangement of the special financial investment territory of "Tamchy" with particular legal regime and the status (further - SFIT "Tamchy") according to appendix.

2. Managing company of SFIT "Tamchy" and Council for management of SFIT "Tamchy" in case of development of internal acts of SFIT "Tamchy" and approval of development plans to consider the Requirements to arrangement provided by this resolution.

3. This resolution becomes effective from the date of official publication.

Requirements to arrangement of the special financial investment territory of "Tamchy" with particular legal regime and the status

Chapter 1. General provisions

1. Requirements to arrangement of the special financial investment territory of "Tamchy" with particular legal regime and the status (further - Requirements) establish obligatory criteria and procedure for determination of locations, comprehensive plan of development of the territory, and also zoning of the special financial investment territory of "Tamchy" with particular legal regime and the status (further - SFIT "Tamchy") in the territory of the Issyk kul region of the Kyrgyz Republic.

2. Requirements are obligatory for state bodies, local government bodies, managing company and subjects of SFIT "Tamchy", and also for the legal entities and physical persons participating in preparation, coordination and implementation of decisions on placement of objects on SFIT "Tamchy".

3. In case of determination of locations of objects, and also determination and change of external and internal borders in comprehensive plan of development of the territory of SFIT "Tamchy" provisions of the Law of the Kyrgyz Republic "About the special financial investment territory of "Tamchy" with particular legal regime and the status" shall be observed.

4. Placement of objects on SFIT "Tamchy" is based on the following principles:

- legality and safety;

- preserving unique ecosystem of the Lake Issyk Kul;

- cost efficiency, rational use of natural resources, energy efficiency and climatic stability;

- opennesses, transparency, informational content of the adopted acts of SFIT "Tamchy".

5. On basis and in pursuance of these Requirements of SFIT "Tamchy" the relevant acts of SFIT "Tamchy" which shall provide are adopted:

- strict observance of requirements of aviation safety and safety of flights that activities of the Issyk kul branch of joint-stock company "The international airport "Manas" were performed in the steady and safe mode;

- observance of SFIT "Tamchy" of regulations and requirements developed and approved by acts in spheres of land relations, town planning, territorial planning and town-planning zoning, schemes of engineering, municipal and transport infrastructure, environmental protection, water resources, including ecological system of the Lake Issyk Kul, sanitary and epidemiologic wellbeing, protection of objects of cultural heritage and use of subsoil, fire safety. Before acceptance and entry into force of the relevant acts of SFIT "Tamchy" on the above-stated questions subjects of economic activity when implementing construction and land works shall be guided by the relevant standards of the current legislation of the Kyrgyz Republic;

- safety and resistance to dangerous natural and technogenic processes, including seismic impacts, torrential and flood risks, landslide and erosive processes.

Chapter 2. Terms and determinations

6. In these Requirements the following terms and concepts are used:

comprehensive plan of development of the territory - the document of strategic planning determining the main directions of spatial, infrastructure, architectural and functional development of the territory;

the main transport directions - the main transport routes providing communication of the territory with external transport infrastructure and internal transport coherence of the territory;

system of the planted trees and shrubs territories - set of the natural and artificially created green plantings performing ecological, sanitary protection and recreational functions in the territory;

the actions plan on prevention and decrease in negative impact on the environment - the document containing complex of the organizational, engineering and nature protection measures directed to minimization of environmental risks in case of projects implementation in the territory;

decisions on use and the organization of the parcels of land - the town-planning and land management decisions determining procedure for rational use, functional zoning, the layout and building of the parcels of land within the territory;

subjects of project activities are legal entities and physical persons, and also the individual entrepreneurs performing preparation, development, coordination and implementation of the project documentation, and also initiating placement of objects and performance of works in the territory of SFIT "Tamchy".

Chapter 3. Functional organization and development of the territory

7. On SFIT "Tamchy" functional zones, including the financial business center, zone of business services, zone of tourist and recreational activities and entertainments, zone of logistics and warehouse processing, zone of public and business and service infrastructure, engineering zones, the security and buffer territories can be provided. The specific list and requirements to comprehensive plan of development of the territory of SFIT "Tamchy" are established by acts of SFIT "Tamchy".

8. Placement of objects with increased requirements of safety, and also objects with potential negative impact on the environment is performed with the obligatory device of the sanitary protection zones and buffers confirmed with calculations and examinations.
