1. Approve the enclosed Regulations on the state information system according to the prevention, identification and suppression of the agreements limiting the competition.

I. General provisions

1. "internal users of system according to the prevention" - the staff of Federal Antimonopoly Service and its territorial authorities;

"information systems" - the state information systems, municipal information systems and other information systems with which the system according to the prevention performs information exchange;

"the periodic reporting" - information of territorial authorities of Federal Antimonopoly Service on the initiated proceedings on antitrust violation of the Russian Federation and the decisions accepted according to Articles 11, 11.1 and 16 and Item 1 of part 1 of article 17 of the Federal law "About Protection of the Competition".

II. The purposes, tasks, the principles of functioning of system according to the prevention

The purpose of creation of system according to the prevention is information support of activities of federal antimonopoly authority for the prevention, identification and suppression of the agreements with the help of digital technologies, elements of artificial intelligence limiting the competition at the biddings for the solution of the following tasks:

a) increase in efficiency of control activities within realization of functions and powers of federal antimonopoly authority regarding suppression of the agreements limiting the competition;

b) realization of process of the analysis of the biddings on availability of antitrust violations of the Russian Federation (further - the antitrust law) in electronic form, ranging of the biddings on probability of making of antitrust violation by results of their carrying out;

c) ensuring information exchange of federal antimonopoly authority with information systems for the purpose of receipt of data in electronic form for the analysis of signs of antitrust violation;

d) creation and provision of show-windows of data for the federal state information system "Single Information Platform of National Management System Data", creation of the Section of the statistical data reflecting information on probability (risks) of the conclusion and implementation of the agreements limiting the competition;

e) realization of the services of data processing loaded into system according to the prevention by internal users of system according to the prevention, these information systems and calculation of probability (risks) of antitrust violation;

e) realization of interactive tools of analytics of data on the biddings, and also checks of business entities on affiliation.

7. Operation of system according to the prevention is performed on the basis of the following principles:

a) accuracy of the information, containing in system according to the prevention;

b) ensuring the regulated access to system according to the prevention;

c) uninterruptedness of system operation according to the prevention;

d) gratuitousness of access to information resources of system according to the prevention.
