According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", PRIKAZYVAYU:

1. Approve the professional standard "Waste Management (Management of Dangerous and Harmless Wastes)" according to appendix to this order;

2. To provide to department of waste management of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan in the procedure established by the legislation:

1) the direction of the electronic copy of this order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Ecology and Natural Resources Aliyev Zh. Sh.

4. This order becomes effective from the date of its signing.

Professional standard: "The professional standard "Waste Management (Management of Dangerous and Harmless Wastes)""

Chapter 1. General provisions

1. Scope of the professional standard: The professional standard "Waste Management (Management of Dangerous and Harmless Wastes)" is developed according to article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", is intended for determination of functions and forming of educational programs, including: for personnel training in the organizations (on specialized enterprises on waste management), for certification of workers and graduates of educational institutions, for the solution of wide range of tasks in the field of personnel management, determination of functions of personnel on specialized enterprises on waste management.

2. In this professional standard the following terms and determinations are applied:

1) the Professional standard – the standard determining in specific area of professional activity of the requirement to skill level, competences, to content, quality and working conditions

2) Labour function – enrollment of the interconnected actions directed to the solution of one or several tasks of process of work

3) the Industry frame of qualifications – the structured description of the qualification levels recognized in industry

4) the National frame of qualifications – the structured description of the qualification levels recognized in the labor market

5) Ecology is the science studying relations between live organisms and their environment and also regularities of the organization and functioning of ecological systems

6) Process – set of the interconnected and consecutive actions (works) for the purpose of achievement of any set result, including processes of product lifecycle

7) Renewable resources – part of natural resources within circulation of substances in the biosphere, capable to self-recovery in terms, commensurable with terms of economic activity of the person (vegetation, fauna, atmosphere oxygen, etc.)

8) Non-renewable resources – resources which cannot be reused or are consumed quicker, than are reproduced in the nature

9) the Best available technicians – the most effective and advanced stage of development of types of activity and methods of their implementation which testifies to their practical suitability to form basis of establishment of the technological standard rates and other ecological conditions directed to prevention or if it is almost impracticable, minimization of negative anthropogenous impact on the environment

10) Low-waste technology – products production process in which in case of production of unit of production the smaller number of waste in comparison with the existing methods of receipt of these products is formed

11) Production organization – set of the rules, resources, processes and actions providing form and procedure for work for transformation of material elements of production for the purpose of creation of products, rendering services with increase in production efficiency, increase in profit, safety and resource-saving

12) Organizational and technological preparation of production – the complex of works including the analysis of technological effectiveness of design of products, development and typification of engineering procedures, creation of technological equipping, regulation of resource requirement, the organization of ensuring production, operational management with production preparation

13) Environmental management – use of natural resources in the course of human activities

14) Repair of object – recovery of quality characteristics of object for the purpose of its normal further operation and (or) consumption

15) Processing equipment – means of technological equipment in which for accomplishment of certain part of engineering procedure materials or procurements, levers on them, and also the industrial equipment are placed

16) Waste – any substances, materials or objects formed in production process, performance of works, rendering services or in the course of consumption (including the goods which lost the consumer properties) which their owner directly recognizes as waste or shall direct to removal or recovery owing to requirements of the law either intends to subject or subjects to transactions on removal or recovery

17) Production wastes – the remaining balance of raw materials, materials, substances, products, objects formed in production process of products, performance of works (services) and which lost fully or partially initial consumer properties

18) Consumer wastes – the waste which is formed as a result of activity of the person, fully or partially lost the consumer properties products and (or) products, their packaging and other substances or their remaining balance, expiration date or exploitation of whom expired irrespective of their aggregate state and also of which the owner independently physically got rid, or documentary transferred to the category of consumer wastes

19) Waste management – the transactions performed concerning waste from the moment of their education before final removal

20) Waste recycling – process of use of waste in others, in addition to conversion, the purposes, including as secondary energy resource for extraction of heat or electrical energy, production of different types of fuel, and also as secondary material resource for the purposes of construction, filling (bookmark, filling) the developed spaces (emptiness) in the earth or subsoil or in the engineering purposes during creation or change of landscapes

21) Destruction of waste – waste disposal method by thermal, chemical or biological processes as a result of which application the amount and (or) weight significantly decrease and the physical condition and the chemical composition of waste, but which has no production or extraction of energy as the main goal change

22) Waste disposal – warehousing of waste in the places which are specially established for their safe storage during unrestricted term without intention of their withdrawal

23) Waste disposal – any, the transaction which is not recovery on burial or destruction of waste, including auxillary operations on preparation of waste for burial or destruction (including on their sorting, processing, neutralization)

24) Sorting of waste – the transactions on separation of waste by their types and (or) fractions or analysis of waste on their components performed separately or when accumulating waste before their collection in the course of collection and (or) on objects where waste is exposed to transactions on recovery or removal

25) Processing of waste – transactions in the course of which waste is exposed to the physical, thermal, chemical or biological impacts changing characteristics of waste for the purpose of simplification of further management of them and which are performed separately or when accumulating waste before their collection, in the course of collection and (or) on objects where waste is exposed to transactions on recovery or removal

26) Neutralization of waste – mechanical, physical and chemical or biological processing of waste for reduction or elimination of their dangerous properties

27) Conversion of waste – the mechanical, physical, chemical and (or) biological processes directed to extraction from waste of the useful components, raw materials and (or) other materials suitable for use further in production (production) of products, materials or substances regardless of their appointment, except as specified to waste recycling

28) Preparation of waste for reuse – verification processes of condition, cleaning and (or) repair by means of which products or its components which became waste are prepared for reuse without carrying out any other processing

29) Recovery of waste – any transaction directed to reducing amounts of waste which main purpose is use of waste for accomplishment of any useful function

30) Transportation of waste – the activities connected with movement of waste by means of specialized vehicles between places of their education, accumulating in the course of collection, sorting, processing, recovery and (or) removal

31) Collection of waste – activities for organized acceptance of waste from physical persons and legal entities the specialized organizations for the purpose of the further direction of such waste on recovery or removal

32) Separate collection of waste – collection of waste separately by types or groups for the purpose of simplification of further specialized department them

33) Accumulating of waste – the temporary warehousing of waste in specially established places during the terms specified in Item 2 of this Article performed in the course of formation of waste or further management by them until their final recovery or removal

34) the Type of waste – set of the waste having general signs according to their origin, properties and technology of management of them

35) Secondary material resources; VMR – production wastes and consumption concerning which operations on recovery are performed

36) Secondary raw materials; (Ndp. Scrap, Utility refuse) – secondary material resources which can be reused in economy industries

37) Collection of secondary raw materials – activities for organized acceptance or export of secondary raw materials from places of education and its accumulating for the purpose of subsequent use

38) Processing of secondary raw materials – set of technological transactions on preparation of secondary raw materials for its subsequent use

39) Sorting of secondary raw materials – separation of secondary raw materials on certain signs on classes, groups, brands

40) Environmental pollution – presence at atmospheric air, surface and underground water, the soil or on the land surface of pollutants, heat, noise, vibrations, electromagnetic fields, radiation in quantities (concentration, levels) exceeding the ecological standard rates of quality of the environment established by the state

41) Fuel – primary or secondary material used for production

42) Energy – the general quantitative measure connecting together all natural phenomena, various forms of motion of matter

43) Efficiency of object – effectiveness of creation and use of object as the total relation of useful effect to total costs for its lifecycle

44) Secondary resources – the production wastes and consumption subjected to transactions on recovery which can be reused as material or energy resources in the same or other production
