1. Approve the enclosed regulations on Scientific and technical council of the Agency of the Republic of Kazakhstan on atomic energy.

2. To provide to department of science and innovations of the Agency of the Republic of Kazakhstan on atomic energy in the procedure established by the legislation of the Republic of Kazakhstan:

1) within five working days from the date of signing of this order the direction it the copy in electronic form in the state and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Agency of the Republic of Kazakhstan on atomic energy after its official publication.

3. To impose control of execution of this order on the supervising vice-chairman of the Agency of the Republic of Kazakhstan on atomic energy.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations on Scientific and technical council of the Agency of the Republic of Kazakhstan on atomic energy

Chapter 1. General provisions

1. This Regulations on Scientific and technical council of the Agency of the Republic of Kazakhstan on atomic energy (further - the Provision) are developed in compliance with the subitem 3) of article 7 of the Law of the Republic of Kazakhstan "About science and technological policy" and with the subitem 20) of Item 15 of the Regulations on the Agency of the Republic of Kazakhstan on atomic energy approved by the Presidential decree of the Republic of Kazakhstan of April 28, 2025 No. 861.

2. This Provision determines legal and organizational basis of activities of Scientific and technical council of the Agency of the Republic of Kazakhstan for atomic energy (further - NTS).

3. NTS is advisory advisory body under the Agency of the Republic of Kazakhstan on atomic energy (further - the Agency) and is created for the purpose of development of offers and recommendations about the priority directions of research and development works (further - research and development), and also estimates of scientific and technical projects and programs in the spheres regulated by the Agency.

4. In the activities NTS is guided by the Constitution of the Republic of Kazakhstan, the laws, acts of the President and the Government of the Republic of Kazakhstan, other regulatory legal acts, and also this Provision.

Chapter 2. Main objectives and NTS functions

5. Activities of NTS are directed to the solution of the following main objectives:

1) development of offers and assistance in realization of state policy in the field of science and scientific and technical, technological and innovative activities, commercialization of results of scientific and (or) scientific and technical activities;

2) development of offers on forming of implementation of scientific and technical projects and programs;

3) development of suggestions for improvement of legal acts of the Republic of Kazakhstan in the field of scientific and scientific and technical, technological and innovative activities, commercialization of results of scientific and (or) scientific and technical activities;

4) consideration of projects of research, scientific technical and developmental works in the spheres regulated by the Agency;

5) development of offers and implementation of measures for ensuring transparency of assignments and distributions of the funds allocated by subsoil users for financing of research, scientific and technical and (or) developmental works;

6) development of offers and participation in development of the industry scientific organizations and organization of technological and innovative activities.

6. According to the tasks assigned to it, NTS performs the following functions:

1) concerning financing of scientific research, scientific, scientific and technical projects and programs, research and development and technological works, and also projects of commercialization of results of scientific and (or) scientific and technical activities (further - RNNTD) from means of the government budget:

develops offers on forming of scientific and technical and scientific and technological tasks and programs of the Agency;

develops offers on forming of the specialized directions for the purpose of realization of the priority directions of scientific, scientific and technical activities in the areas regulated by the Agency;

develops offers in case of development of the tender documentation on grant and to program target financing of projects and programs, and also projects on commercialization of RNNTD in the areas regulated by the Agency;

develops offers in case of development of specifications on program target financing in the areas regulated by the Agency;

considers the requests sent to authorized body in the field of science for determination of the forms and the amounts of financing allocated for projects implementation and programs in the spheres regulated by the Agency;

considers and develops recommendations of scientific novelty, scientific and technical level, prospects, degree of readiness of the offered scientific, scientific and technical projects and programs, economic justification of the required amount of financing;

2) concerning the state technological policy and to measures of the state support of innovative activities:

develops offers on the main directions of the state technological policy in the spheres regulated by the Agency;
