Chapter 1. General provisions

1. This Standard charter of the state and municipal educational organization of the higher and postgraduate professional education (further - the Standard charter) is drafted according to the legislation of the Kyrgyz Republic and regulates activities of the state and municipal educational organizations of the higher and postgraduate professional education (further - the educational organization). The standard charter does not extend to the specialized state educational organizations of higher education of authorized state bodies of the Kyrgyz Republic in the field of internal affairs, foreign affairs, defenses, ensuring national security. 4. The educational organization performs general education, professional and additional educational programs, and also research and productive activity.

Chapter 2. Rights and obligations of the educational organization

9. The educational organization has rights to independently perform educational, administrative, financial and economic activities, to make management decisions, including in questions of human resources management and assets, to dispose of budgetary and special funds for maintenance and development of educational and other activities according to the legislation of the Kyrgyz Republic and its charter.

The educational organization is independent in the choice of system of estimates, techniques of educational process and educational technologies, including remote educational technologies.

10. Under the organization of educational process the educational organization can use two or more languages as the tutorial.

11. The educational organization has the right to create structural divisions with the status of the legal entity or branch, allocating them with the isolated property. Structural divisions have no right to create branches and other divisions.

12. Creation of duplicative structural divisions (institutes, the centers, faculties, etc.) for training of students, preparation and retraining of personnel in one direction or specialty within programs of average professional and higher education is not allowed.

13. In the educational organization creation of political and religious parties and organizations is forbidden. In the educational organization conducting political and religious propaganda and propaganda among students and pedagogical workers is not allowed.

14. The educational organization has the right to use hybrid training method in case of which the traditional training method by direct contact of the teacher and the student is combined by online training method.

15. The educational organization has the right to apply dual training in case of which training is performed by means of receipt by the student of necessary knowledge and skills which theoretical part is performed in the educational organization, practical part - on workplace of the student.
