About some questions regulating activities of technology parks of the Kyrgyz Republic

1. Approve:

1) Requirements to the technology parks of the Kyrgyz Republic applying for receipt of measures of the state support according to appendix 1;

2) the Procedure for forming and maintaining the Register of residents of technology parks of the Kyrgyz Republic according to appendix 2.

2. Bring in the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About approval of the Regulations on the Commission on development of technology parks and measures of the state support of their functioning in the Kyrgyz Republic" of April 17, 2025 No. 214 the following change:

in Regulations on the Commission on development of technology parks under the Cabinet of Ministers of the Kyrgyz Republic approved by the above-stated resolution:

Requirements to the technology parks of the Kyrgyz Republic applying for receipt of measures of the state support

1. General provisions

1. These Requirements to the technology parks of the Kyrgyz Republic applying for receipt of measures of the state support (further - Requirements), are developed according to article 4 of the Law of the Kyrgyz Republic "About technology parks" (further - the Law on technoparks) and establish the list of requirements to technology parks (further - technoparks) for receipt of measures of the state support.

2. These Requirements are applied:

1) managing companies of technoparks for confirmation of conformity of technoparks to the requirements necessary for receipt of measures of the state support;

2) the technoparks which are going to apply for receipt of measures of the state support;

3) authorized state body in the field of education, science and scientific and technical activities, the state control of availability and the quality of education, ensuring constitutional right of citizens of the Kyrgyz Republic on education (further - authorized state body) providing measures of the state support to technoparks;

4) the Commission on development of technology parks under the Cabinet of Ministers of the Kyrgyz Republic.

3. In these Requirements the terms established by the Law of the Kyrgyz Republic "About technology parks" are applied.

4. The measures of the state support established by the Law of the Kyrgyz Republic "About technology parks" are provided to the technoparks of the Kyrgyz Republic included in the State register of technoparks of the Kyrgyz Republic.

2. Requirements to technoparks

5. The technopark applying for receipt of measures of the state support shall conform to the following Requirements:

1) availability of the project on development of innovative product or service in the territory of technopark;

2) availability of the development program of technopark for the term of at least three years from the date of inclusion in the State register of technoparks of the Kyrgyz Republic and its economic justification;

3) availability at least one resident of the technopark which is the small or medium scale enterprise conforming to the following requirements:

a) availability at least 5 workplaces organized by residents/residents in the territory of technopark;

b) availability of the scientific and technical developments implemented by the companies/companies in the form of products, works and/or services;

4) availability of conditions for rendering services to residents of technopark;

5) availability of venture innovative fund of technopark;

6) availability of necessary infrastructure taking into account perspectives of development of technopark.

3. Requirements to the development program of technopark

6. The development program of technopark includes:

1) description of the program (purposes, relevance, current status of realization);

2) business model of technopark (specialization, organizational business case, the list of the provided services, objects of technology and (or) social infrastructure, resident policy);

3) characteristic of the territory of technopark (reasons for the choice of the location, investment appeal of the region, description of the parcel of land, condition and costs of its preparation and development);

4) organizational plan (participants of program implementation, their function, organizational and regular structure of directorate of technopark);

5) the declaration on intentions (data on the signed and (or) provisional agreements with residents, demand forecast on lettable areas, perspectives of development of technopark);

6) funding plan (gross financing requirement, structure of financing sources, forecast of cash flows);

7) risks assessment (the list is risk, probability of their origin, extent of influence on program implementation, measures for their minimization);

8) the master plan (the scheme of providing the territory or building of technopark, the scheme of placement of buildings and structures with indication of their total area).

4. Requirements to the territory of technopark

7. The territory of technopark shall conform to the following Requirements:

1) availability of the established borders supported by documents of title;

2) placement on categories of the lands allowing construction and operation of objects of innovative, industrial, technology and educational infrastructure;

3) use at least 50 percent of the usable space of buildings and structures for accommodation of the residents belonging to subjects of small and medium entrepreneurship;

4) ensuring transport availability to residents and employees;

5) compliance of geological and geodetic conditions to requirements of construction;
