This Law governs the public relations arising in connection with forming, functioning and the termination of activities of technological parks (further - technopark) in the Kyrgyz Republic, and determines the legal basis of their state support for the purpose of ensuring innovative development.
The purpose of state policy in the field of forming and functioning of technoparks is establishment of the legal mechanisms, economic and social conditions and guarantees providing creation and functioning of technoparks in the Kyrgyz Republic for combination of creative efforts of universities, scientific institutions and occupational sector for joint activities for creation of innovations and their commercialization, increase in efficiency and cost reduction of production, support of the knowledge-intensive production, creation of workplaces, concentration of perspective subjects of small and medium innovative business.
1. Technoparks are created and function on the principles of legality, transparency and openness in the solution of the questions connected using this Law.
The state provides equal access to the state support of technoparks and performs measures of the state support of technoparks for their target use.
2. In case of realization of state policy in the field of forming and functioning of technoparks the state performs protection of the rights and legitimate interests of residents and directorate of technoparks.
