About approval of the Regulations on implementation of autoservice activities

Based on Item h) article 3 of the Code of road transport No. 150/2014 (The official monitor of the Republic of Moldova, 2014, Art. No. 247-248, 568), with subsequent changes, and Item h) article 6 of the Law No. 136/2017 on the Government (The official monitor of the Republic of Moldova, 2017, No. 252, the Art. 412), with subsequent changes, DECIDES: the Government

1. Approve Regulations on implementation of autoservice activities it (is applied).

2. To the business entities notified and registered before approval of this resolution within 12 months from the date of its entry into force to observe provisions of appendix No. 1 to the Regulations on implementation of autoservice activities.

3. To impose control over the implementation of this resolution on the Ministry of infrastructure and regional development.

4. This resolution becomes effective after 12 months from the date of publication in the Official monitor of the Republic of Moldova.

Regulations on implementation of autoservice activities

I. General provisions

1. The regulations on implementation of autoservice activities (further - the Provision) establish the minimum conditions of hardware and procedure for the organization of activities of the specialized divisions (further - workshop) performing maintenance, repair, adjustment, re-equipment in the field of car service of road vehicles and also their dismantle, for the purpose of ensuring consumer protection and observance of precepts of law on traffic safety and environmental protection.

2. For the purposes of this provision specific types of autoservice activities are:

2.1. repair, maintenance and/or adjustment of mechanical nodes:

2.1.1. the engine and secondary systems including: the engine of internal combustion / compression ignition engine with carburetor/injector fuel supply system, the electric motor, starting system, fuel system, cooling system, exhaust, other systems, adjustment of these systems;

2.1.2. transmission is mechanical, the automatic machine, variator, transmission components, their adjustment;

2.1.3. undercarriage and its components, including: wheels, axes, bridges, suspender, other components, adjustment of components;

2.1.4. steering system and its components, including: hydraulic, electric or mechanical drive, other components, adjustment of geometry of steering system and components;

2.1.5. brake system and its components, including: mechanical, hydraulic, pneumatichydraulic, pneumatic or electric brakes, with modern management systems, adjustment of system and components;

2.2. repair, maintenance, setup of electrical and/or electronic equipment:

2.2.1. electric equipment for engine start-up, the generator for charging of rechargeable batteries and its components;

2.2.2. electric equipment of lighting and alarm systems and its components (installation of car alarm, GPS, central lock, audio system, CD, DVD);

2.2.3. electronic engine control system and/or systems of the vehicle;

2.3. the repair of body arrangement and/or replacement of the landing gear and/or body including:

2.3.1. repair of body without intervention in design;

2.3.2. repair of elements of structure of body;

2.3.3. recovery of the bearing structure of the body/landing gear, replacement and anticorrosive processing, correction, repair and coloring of the specified elements;

2.3.4. repair of removable parts of body (bumpers, handles, mirrors, etc.);

2.3.5. repair of the front glasses / windows, installation/removal, blackout/removal of blackout of the front glasses / windows of vehicles;

2.4. repair of tires, including: mounting/dismantle of tires, curing, balancing of wheels, repair of tires, repair of disks, treading of tires;

2.5. dismantling of vehicles out of service and their components, including: dismantling of the vehicle and/or its nodes for conversion is performed according to Regulations on utilization of the vehicles taken out of service, the Regulations on management of waste oils approved by the Order of the Government No. 93/2023, approved by the Order of the Government No. 731/2022, and Regulations on control of batteries and accumulators and waste of batteries and accumulators approved by the Order of the Government No. 586/2020;

2.6. re-equipment of vehicles:
