About approval of Rules of registration of rescue services and rescue units of the Kyrgyz Republic

1. Approve Rules of registration of rescue services and rescue units according to appendix.

2. To the ministry of emergency situations of the Kyrgyz Republic:

1) to form the commissions on carrying out registration of rescue services and rescue units in accordance with the established procedure;

If necessary to involve 2) as a part of the above-stated commissions of representatives of the interested executive bodies.

3. Determine that the actions following from this resolution are implemented at the expense of means of the ministries, administrative departments, local public administrations, local government bodies and the organizations provided for the corresponding year and within the number of staff.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This resolution becomes effective after fifteen days from the date of official publication.

Rules of registration of rescue services and rescue units

Chapter 1. General provisions

1. These rules of registration of rescue services and rescue units (further - Rules) determine order of registration of rescue services and rescue units in the Kyrgyz Republic irrespective of patterns of ownership.

Chapter 2. Registration of rescue services and rescue units

2. All rescue services and rescue units (further - ASS and ASF) after passing of primary certification and issue of certificates to them on the right of maintaining certain type or types of wrecking are subject to obligatory registration.

3. Registration of ASS and ASF is official recognition for inclusion in the register of rescue services and rescue units and is performed after successful delivery of certification.

4. Registration of ASS and ASF is performed by managements of the Ministry of emergency situations of the Kyrgyz Republic of areas, cities of Bishkek and Osh (further - UMChS KR).

5. Registration of ASS and ASF includes the following ministerial procedures:

1) acceptance and registration of the written application about registration of ASS and ASF;

2) consideration of the application about registration of ASS and ASF;

3) registration of ASS and ASF;

4) the direction to the applicant of the notification with information on registration of ASS and ASF, or the written notice of refusal in registration of ASS and ASF with statement of the bases of refusal.

6. Applicant is the physical person or legal entity which founded ASS and ASF or their authorized representatives who made in registering body inquiry about registration.

7. For the purpose of collection, accounting and storage of information on ASS and ASF the relevant structural divisions of UMChS KR keep separate registers in electronic and paper type (further - registers) according to appendices 1, 2 to these rules.

8. Registers represent magazines. On one page of registers data only on one ASS and ASF are brought. Entering on one page of data about two and more ASS and ASF is not allowed.

9. Numbering of pages of registers is end-to-end.

10. Registers are kept in the state and official languages. Record keeping in state language is allowed.

11. The list of the documents submitted by the applicant necessary for registration of ASS and ASF:

1) the statement for registration of ASS and ASF according to appendix 3 to these rules;

2) the copy of the certificate on the right of the maintaining wrecking granted in accordance with the established procedure certified by the signature of the head of the organization and seal of the organization (in the presence of seal);

3) information on the name ASS and ASF, zone of responsibility of ASS and ASF, the place of dislocation (address) of ASS and ASF, the number of staff, including the certified rescuers in ASS and ASF, opportunities of ASS and ASF for carrying out wrecking and other urgent works according to the certificate, readiness for carrying out rescue and other urgent works, equipment of ASS and ASF, including about quantity and types of the vehicles equipped with special sound and light signals.

12. Documents for carrying out registration go to registering body no later than 3 months from the date specified in the certificate on the right of maintaining wrecking granted following the results of certification.

13. In case of representation by the applicant of incomplete document package or discrepancy of the submitted documents established to requirements, the employee of body performing documents acceptance explains to the applicant about content of the shortcomings revealed in documents suggests to take measures for their elimination and to address for carrying out registration of ASS and ASF repeatedly.

14. Upon termination of documents acceptance the employee of the registering body performing documents acceptance issues to the applicant the receipt on documents acceptance.

15. The term of registration of ASS and ASF constitutes 15 working days from the date of receipt of the statement for registration of ASS and ASF.

16. Issue of results of registration of ASS and ASF is provided in paper and electronic formats.

17. Within 10 calendar days from the date of issue of the certificate on the right of maintaining certain type or types of wrecking, the head of ASS and ASF submits the registration application to UMChS KR.

The term of issue of the documents which are result of registration of ASS and ASF no more than 3 working days from the date of decision making about provision (refusal in provision) to the applicant.
