Based on parts two and third Item 1 of Article 19, of Items 2 and 7 of article 20 of the Law of the Republic of Belarus of August 27, 2008 "About state regulation of production and turnover of alcoholic, non-food alcohol-containing products and non-food ethyl alcohol" the Council of Ministers of the Republic of Belarus DECIDES: No. 429-Z
1. Approve:
the sample of excise stamp of the Republic of Belarus (is applied) by format 20 x 90 mm for marking of the alcoholic beverages imported on the territory of the Republic of Belarus *;
the sample of excise stamp of the Republic of Belarus (is applied) by format 160 x 20 mm for marking of the alcoholic beverages imported on the territory of the Republic of Belarus *;
the sample of excise stamp of the Republic of Belarus on self-adhesive basis (is applied) by format 110 x 17 mm for marking of the alcoholic beverages imported on the territory of the Republic of Belarus *;
the sample of excise stamp of the Republic of Belarus on self-adhesive basis (is applied) by format 110 x 17 mm for marking of the alcoholic beverages imported on the territory of the Republic of Belarus to which implementation of import the exclusive right of the state * does not extend;

the sample of excise stamp of the Republic of Belarus on self-adhesive basis * (is applied) by format 17 x 110 mm for remarking of alcoholic beverages with the damaged excise stamps of the Republic of Belarus;

2. Determine the list of the alcoholic beverages marked by special signs according to appendix 1.
3. Determine that the legal entities performing storage (as type of business activity) alcoholic beverages, wholesale and (or) retail trade by them, and also the individual entrepreneurs performing retail trade by alcoholic beverages in objects of public catering and in other cases established by the President of the Republic of Belarus make acceptance of subjects to marking by special signs of alcoholic beverages and trade in them only in the presence on them markings by these signs.
Drawing marking by special signs on alcoholic beverages is performed by means of kaplestruyny devices.
The special sign represents the image consisting of graphical sign (in the form of bison) and two lines of alphanumeric information (in the first line the first three signs designate license number, the fourth sign – number of change, the fifth and sixth signs – number of crew; in the second line the first two signs – number, the third and fourth signs – month, the fifth and sixth signs – the last two figures of year of production).
The special sign for marking of alcoholic beverages has the following sizes:
height – 6 ± 1 mm;
length – 15 ± 1 mm.
The image of special sign shall be accurate and complete, without misstatements and damages of seal. Marking of alcoholic beverages special signs is made at the height of 270 mm from bottom of bottle or on face part of stopper.
4. The excise stamps of the Republic of Belarus (further in this Item – excise stamps) acquired before entry into force of this resolution are applied by the legal entities performing production of alcoholic products to marking of those types of alcoholic beverages on which they were received according to statements for acquisition of excise stamps, before their complete use.
Till April 1, 2026 for acquisition of excise stamps for marking of the alcoholic beverages made in the territory of the Republic of Belarus and intended for turnover on its territories, and placements of the request in electronic databank of forms of documents and documents with certain degree of protection and printed materials the legal entity represents to inspectorate of the Ministry of Taxes and Tax Collection for the place of registration the application for acquisition of excise stamps in written or electronic form to which the bank guarantee in case of its use is enclosed.
5. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus according to appendix 2.
6. This resolution becomes effective in the following procedure:
part one of Item 11 of the Regulations on excise stamps of the Republic of Belarus for marking of the alcoholic beverages made in the territory of the Republic of Belarus approved by this resolution – since April 1, 2026;
other provisions of this resolution – after its official publication.
