1. Approve Veterinary sanitary standard concerning the companies for content of land animals, incubators and their traceability it (is applied).
2. To impose control over the implementation of this resolution on the National agency on safety of foodstuff.
3. This resolution becomes effective since May 8, 2026.

The veterinary sanitary standard concerning the companies for content of land animals, incubators and their traceability shifts:
- The delegated regulations (EU) 2019/2035 of Council of June 28, 2019 supplementing Regulations (EU) 2016/429 of the European parliament and Council concerning regulations for cultivation of land animals and incubators and also traceabilities of some containing land animals and hatchable eggs (CELEX: 32019R2035), published in the Official magazine of the European Union by L 314 of December 5, 2019, with the subsequent changes made by the Delegated regulations (EU) 2023/590 of Council of January 12, 2023;
- Implementation regulations (EU) 2021/520 of March 24, 2021 concerning setting standards on application of Regulations (EU) 2016/429 of the European parliament and Council concerning traceability of some containing land animals (CELEX: 32021R0520), published in the Official magazine of the European Union by L 104 of March 25, 2021, with the subsequent changes made by Implementation regulations (EU) 2021/1064 of the Commission of June 28, 2021.
1. The veterinary sanitary standard concerning the companies for content of land animals, incubators and their traceability (further – the Regulation) regulates the rights and obligations of the companies which contain land animals, incubators, and also traceability of separately containing land animals and hatchable eggs. The regulation supplements the regulations established in the Law No. 196/2024 about health of animals in the relation:
1.1. the registered and authorized companies for content of land animals and hatchable eggs;
1.2. requirements to traceability for the following containing animal species, and also for hatchable eggs:
1.2.1. cattle, sheep, goats, pigs, horses, camels and deer (hoofed);
1.2.2. domestic dogs, cats and polecats;
1.2.3. the birds containing in bondage;
1.2.4. hatchable eggs;
1.2.5. the land animals containing in portable circuses and for representations with participation of animals.
2. In Section 1 of Chapter II requirements to registration of carriers of the containing domestic dogs, cats and polecats, and also poultry which transport these animals on the territory of the Republic of Moldova and outside the country are established.
3. Departures concerning operators of the companies for transactions for collection of certain types of horses and concerning operators of incubators of the birds containing in bondage from the requirement to request authorization of competent authority are provided in Section 2 of Chapter II. This head establishes requirements to receipt of authorization for the following types of the companies which perform import and export:
3.1. the companies for transactions for collection of ungulates and poultry;
3.2. incubators, hatchable eggs or daily chickens of poultry from which are subject to export;
3.3. the companies for content of poultry from which poultry intended for the purposes other than slaughter or oviposition for incubation is subject to export.
These requirements belong to isolation and other measures of biosafety, supervision measures, objects and the equipment, personnel and supervision of competent authorities.
4. In Items 29-35 requirements to authorization of the following types of the companies are established:
4.1. the centers of collection of domestic dogs, cats and polecats from which the specified animals are subject to export;
4.2. domestic dogs, cats and polecats shelters from which the specified animals are subject to export;
4.3. Items of border control;
4.4. the production enterprises isolated from external environment for bumblebees from whom the specified animals are subject to export;
4.5. the quarantine companies for content of land animals, except for primacies from whom the specified animals shall be moved on the territory of the Republic of Moldova or are exported.
These requirements belong to quarantine, isolation and other measures of biosafety, supervision measures, objects and the equipment, and also to observation by the veterinarian.
5. In Item 36 requirements to authorization of the isolated companies from which the containing land animals shall be moved on the territory of the Republic of Moldova are established or are subject to export in the conditions of quarantine, isolation and other measures of biosafety, supervision and control, to installations and the equipment, and also to observation of the veterinarian.
6. In Items 38 and 39 obligations of competent authority on informing concerning the registers are established:
6.1. about units of the containing land animals;
6.2. about incubators;
6.3. about carriers of the containing ungulates, domestic dogs, cats and polecats, and also poultry which transport these animals within the country or export them;
6.4. about the operators performing transactions on collection of ungulates and poultry irrespective of the company.
7. In Item 43 the obligation of competent authority on informing concerning registers of the authorized companies specified in Section 2 of Chapter II is established.
8. In Items 44-58 obligations on accounting, in addition to provided in part are established (1) article 102 of the Law No. 196/2024 about health of the animals, for operators of the following types registered or the authorized companies:
8.1. all companies which contain land animals;
8.2. companies for content:
8.2.1. cattle, sheep, goats and pigs;
8.2.2. horses;
8.2.3. the poultry and bird containing in bondage;
8.2.4. domestic dogs, cats and polecats;
8.2.5. honey bees;
8.3. portable circuses and organizers of representations with participation of animals;
8.4. domestic dogs, cats and polecats shelters;
8.5. Items of border control;
8.6. quarantine companies for content of land animals, except for primacies;
8.7. the isolated companies.
9. In Item 59 obligations on accounting for the registered or authorized operators of incubators, in addition to the obligations provided in part are established (1) article 103 of the Law No. 196/2024 about health of animals.
10. In Item 60 obligations on accounting for the registered carriers, in addition to the obligations provided in Item are established (1) to article 104 of the Law No. 196/2024 about health of animals.
11. In Items 61-63 obligations on accounting, in addition to provided in part are established (1) article 102 of the Law No. 196/2024 about health of animals, for the following operators who perform transactions on collection:
11.1. operators of the registered or authorized companies for collection of the containing ungulates and poultry;
11.2. the operators performing transactions on collection of ungulates and poultry irrespective of the company;
11.3.operatory the centers of collection of domestic dogs, cats and polecats, registered by competent authority.
12. In Chapters V-VIII requirements to traceability of content of cattle, sheep, goats, pigs and horses, including to means of identification, documentation and electronic databases are established.
13. In Items 131, 132 and 133 requirements to traceability for the containing domestic dogs, cats and polecats, including for pets are established if they are subject to export for the purpose of, other than non-commercial.
14. In Items 134-138 requirements to traceability of content of animal families verblyudovy and olenevy are established.
15. In Section 3 of Chapter IX requirements to traceability of the birds containing in bondage are established.
16. In Section 4 of Chapter IX requirements to traceability of the land animals containing in portable circuses and at organizers of representations with participation of animals are established.
17. In Item 147 requirements to traceability of hatchable eggs are established.
18. In Items 148-152 requirements to traceability of origin of cattle, sheep, goats, pigs, horses, animal families olenevy and verblyudovy after their import to the territory of the country are established.
19. For the purpose of this Regulation the concepts determined in the Law No. 196/2024 about health of animals, and also the following concepts are applied:
19.1. animals shelter – the company in which contain got lost, the run wild, lost, thrown or confiscated land animals whose sanitary condition can be unknown at the time of revenues to the company;
19.2. honey bees – insects of type of Apis mellifera;
19.3. animal of type of horse – animal who treats types of one-hoofed animals and the sort Equus (including horses, donkeys and zebras), including the posterity received as a result of crossing of these types;
19.4. bumblebee – the insect belonging to the sort Bombus;
19.5. cattle or animal of type of cattle – animal of type of the hoofed animals relating to the sorts Bison, Bos (including subgenus of Bos, Bibos, Novibos, Poephagus) and Bubalus (including Anoa subgenus), and the posterity received as a result of crossing of these types;
19.6. animal of family of verblyudovy – ungulate of the Camelidae family;
19.7. goat or animal of family of goat – animal of type of hoofed animals which belong to the sort Capra, and the posterity received as a result of crossing of these types;
19.8. the center of collection of domestic dogs, cats and polecats – the company in which these animals with the identical sanitary status are brought together from several companies;
19.9. portable circus – exhibition or fair with presence of animals or representations with participation of animals which moves within the Republic of Moldova;
19:10. the identification code of animal – the individual code displayed by means of identification which was applied on animal and includes:
19.10.1. country code in which means of identification was applied on animal;
19.10.2. then – the individual digital identification code which is assigned for animal and does not exceed 12 digits;
19:11. single code – unique code by means of which operators who contain animals of family of horse fulfill the obligations on ensuring individual identification of these animals and their registration in the database of competent authority;
19:12. dog – the containing animal of type of Canis lupus;
19:13. domestic polecat – the containing animal of type of Mustela putorius furo;
19:14. the electronic device of identification – marking with radio-frequency identification (RFID);
19:15. the single lifelong identification document – the unique lifelong document / passport by means of which operators who contain animals of family of horse fulfill the obligations on ensuring individual identification of these animals;
19:16. the registered animal of type of horse:
19.16.1. the thoroughbred breeding animal of types of Equus caballus and Equus asinus brought or having the right to entering into the main Section of the genealogical register created by society on cultivation or body for cultivation;
19.16.2. the containing animal of type of Equus caballus registered in international association or the organization is direct or by means of national federation or its branches of the managing director of horses for competitions or races (the registered horse);
19:17. herd of poultry – all poultry or bird containing in bondage, with the identical sanitary status, containing in one territory or in one open-air cage and constituting single epidemiological unit; in farms this term implies all bird who is in one open space;
19:18. the veterinarian of the company – the veterinarian responsible for the activities performed in the quarantine company for content of land animals, except for primacies or in the isolated company as it is provided by this Regulation;
19:19. the vehicle – automobile or rail vehicles, sea and aircrafts;
19:20. representation with participation of animal – any number which provides participation of the animals containing for the purpose of holding exhibition or fair which can be part of circus;
19:21. single number of authorization – number assigned by competent authority to the company authorized by it;
19:22. single registration number – number assigned by competent authority to registered enterprise;
19:23. sheep or animal of type of sheep – the ungulate relating to the sort Ovis and the posterity received as a result of crossing of these types;
19:24. breeding poultry – bird age 72 hours and more, intended for production of hatchable egg;
19:25. cat – the containing animal of type of Felis silvestris;
19:26. pig or animal of type of pig – ungulate of the Suidae family;
