1. Approve the enclosed Rules of maintaining special customs statistics.

2. To provide to committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) within five working days from the date of signing of this order the direction it the copy in electronic form in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan after its official publication.

3. This order becomes effective after ten calendar days after day of its first official publication.

Rules of maintaining special customs statistics

Chapter 1. General provisions

1. These rules of maintaining special customs statistics (further – Rules) are developed according to Item 5 of article 23 of the Code of the Republic of Kazakhstan "About customs regulation in the Republic of Kazakhstan" (further – the Code), the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics" and determine procedure for maintaining special customs statistics (collection, forming and data presentation) structural divisions of Committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (further – Committee).

2. The special customs statistics represents set of the systematized data intended for optimization of activities of bodies of state revenues.

3. Tasks of special customs statistics are:

1) data collection and maintaining special customs statistics;

2) development of indicators of special customs statistics, their systems for the most objective assessment of activities of territorial authorities of state revenues in the specific directions.

4. Object of accounting of special customs statistics are data on activities of bodies of state revenues in the field of customs regulation.

5. The following data are carried to objects of accounting of special customs statistics:

1) about organizational structure of system of bodies of state revenues, including indicators on personnel structure;

2) about declaring amount;

3) about persons performing activities in the field of customs regulation;

4) about receipt of customs payments and taxes in the budget;

5) about the carried-out customs inspections and verifications of customs and other papers and (or) data.

6. Data of special customs statistics are created and used by bodies of state revenues for the purpose of accomplishment of the tasks assigned to them.

7. Provisions of article 19 of the Code extend to the data used for the statistical purposes.

Chapter 2. Procedure for maintaining special customs statistics

8. Maintaining special customs statistics is performed by the collection and data processing necessary for forming of special customs statistics.

9. Data sources for forming of special customs statistics are the data containing in information systems of Committee and the reporting, provided by territorial authorities of state revenues based on the documents and data represented by persons according to the customs legislation of the Eurasian Economic Union and (or) the Republic of Kazakhstan.

10. Collection and forming of data of special customs statistics is performed by structural divisions of Committee.

11. For forming summary monthly (with the accruing result) and annual information, structural divisions of Committee monthly, no later than ten working days following the accounting period represent to the structural division performing coordination of activities of Committee regarding the code of data of special customs statistics, necessary data on each indicator of activities of bodies of state revenues.

12. Monthly summary information is created to the 15th, following the accounting period. Annual summary information – to the 20th day of the first month following after accounting year.

13. The structural division performing coordination of activities of Committee regarding the code of data of special customs statistics after implementation of collection of summary information, places on ftp-resource of Committee (the standard protocol intended for file transfer on network of Committee (ftp://kgd.gov.kz)), the main indicators of activities of bodies of state revenues of special customs statistics in form according to appendix to these rules
