According to the subitem 1) article 8 of the Law of the Republic of Kazakhstan "About technical regulation", PRIKAZYVAYU:

1. Approve the enclosed technical regulation "Safety Requirements of the High-voltage Equipment".

2. To provide to committee of the industry of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) the direction of this order in electronic form in the Kazakh and Russian languages within five working days from the date of its signing in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order becomes effective after six months from the date of the first official publication.

Technical regulation "Safety Requirements of the High-voltage Equipment"

I. Scope

1. This technical regulation "Safety Requirements of the High-voltage Equipment" (further – the Technical regulation) is developed according to the subitem 1) of article 8 of the Law of the Republic of Kazakhstan "About technical regulation".

2. This technical regulation establishes minimum and obligatory for application and execution in the territory of the Republic of Kazakhstan requirements to safety of the high-voltage equipment released in the territory of the Republic of Kazakhstan and also forms, schemes and assessment procedures of compliance, the rule of identification, the requirement to marking and rules of its drawing.

3. This technical regulation extends to the following high-voltage equipment released in the territory of the Republic of Kazakhstan and intended for production, transformation, distribution of electrical energy or for use by transfer of electrical energy:

a) complete distributing devices (including the cameras national teams of unilateral servicing, complete distributing devices of external installation and complete distributing devices with gas-insulated isolation);

b) complete transformer substations;

c) condensers (including intended for ensuring high-frequency communication on power lines, for voltage dividers and selection of capacity, for longitudinal compensation, for increase in power factor);

d) the electrical machines rotating (electric motors, generators, compensators of jet capacity, converters electromachine);

e) reactors electric (including the current-limiting reactors shunting reactors, dugogasyashchy reactors);

e) current distributors;

g) power transformers (including autotransformers, line and adjusting transformers);

h) tension transformers;

i) current transformers.

4. This technical regulation extends, including on the high-voltage equipment representing combination from any types of the high-voltage equipment integrated listed in Item 3 of this technical regulation is constructive in one device (for example, the combined transformer of current and tension, etc.).

5. Identification of the high-voltage equipment is made by use of codes of the Commodity nomenclature of external economic activity (further – the Commodity Nomenclature of Foreign Economic Activity) and the codes corresponding to them on the National qualifier of products by types of economic activity of the Republic of Kazakhstan 04-2008, and also by establishment of compliance of the names and characteristics of the high-voltage equipment specified in marking or shipping documents, names of characteristics of the high-voltage equipment, specified in Items 3 and 4 of this technical regulation.

6. Identification of objects of the high-voltage equipment is carried out according to the Rules of assessment of conformity approved by the order of the acting minister of trade and integration of the Republic of Kazakhstan of June 29, 2021 No. 433-HK (it is registered in the Register of state registration of regulatory legal acts No. 23364).

7. This technical regulation does not extend to the high-voltage equipment intended especially for application in installations of defensive appointment, radio engineering installations, means of communication (except high-frequency communication on power lines), medical equipment, railway rolling stock and infrastructure of rail transport, the electrified transport and infrastructure of the electrified transport (the technical regulations of the Customs union getting to coverage "About safety of railway rolling stock" (TR CU 001/2011), "About safety of high-speed rail transport" (TR CU 002/2011), "About safety of infrastructure of rail transport" (TR CU 003/2011) accepted by the Decision of the Commission of the Customs union of July 15, 2011 No. 710) in courts, in space and aircraft, and also held for use in other purposes, not specified in paragraph one of Item 3 of this technical regulation.

II. Basic concepts

8. In this technical regulation the following terms and determinations are applied:

1) safety of the high-voltage equipment – condition of the high-voltage equipment in case of which there is no unacceptable risk in the course of its production, installation, adjustment, operation, storage, transportation and utilization connected with damnification of life and (or) to health of the person, property, the environment;

2) the high-voltage equipment – set of the interconnected electrotechnical products which are in constructive and (or) functional unity, separate electrotechnical product or the device with rated voltage over 1000 V of alternating current and 1500 V of direct current;

3) identification of high-voltage products - the procedure providing unambiguous recognition of certain high-voltage products on distinctive signs;

4) the manufacturer - the legal entity registered according to the legislation of the Republic of Kazakhstan or the physical person registered as the individual entrepreneur, performing on its own behalf production or production and sales of products;

5) complete transformer (converting) substation – the substation consisting of transformers (converters) and blocks (the complete distributing device or complete distribution the device of external installation and other elements) delivered in the collected or completely prepared for assembly type. Complete transformer (converting) substations or parts them established indoors treat internal installations, established in the open air – external installations;

6) the complete distributing device – the distributing device consisting from fully or partially the closed cases or blocks with the devices which are built in them, devices of protection and automatic equipment, delivered in the collected or completely prepared for assembly type;

7) the condenser – the electrotechnical device, held for use its electric reservoir;

8) the electrical machine rotating – the electromechanical device intended for transformation of mechanical energy in electric or electrical energy in mechanical with use of electromagnetic induction;

9) the reactor electric – the electrotechnical device which basic element is the inductive coil;

10) the current distributor – the device intended for transfer and electricity distribution, consisting from uninsulated or the isolated conductors and the insulators relating to them, protective covers, otvetvitelny devices supporting and supporting structures. Current distributors, depending on type of conductors, are subdivided on flexible (when using wires) and tough (when using tough tires);

11) the transformer – the static electromagnetic device having two inductively connected windings or more and intended for transformation by means of electromagnetic induction of one or several alternating current systems to one or several other alternating current systems;

12) the power transformer – the transformer intended for transformation of electrical energy in the power networks and installations intended for acceptance and use of electrical energy;

13) the transformer of current (tension) – the device which is intended for information transfer about primary current (primary voltage) to devices of measurement, protection, automatic equipment, the alarm system and management and in which secondary current (secondary voltage) is almost pro rata to primary current (primary voltage) and in case of the correct inclusion will be shifted concerning it on phase on the corner close to zero;

III. Rules of the address of the high-voltage equipment in the market of the Republic of Kazakhstan

9. The high-voltage equipment specified in Items 3 and 4 of this technical regulation is released in the territory of the Republic of Kazakhstan provided that it underwent confirmation of conformity to requirements of this technical regulation.

10. The high-voltage equipment specified in Items 3 and 4 of this technical regulation which compliance to requirements of this technical regulation is not confirmed is not allowed to release into the stream of commerce in the market of the Republic of Kazakhstan.

IV. Safety requirements of the high-voltage equipment

11. Safety of the high-voltage equipment shall be ensured by means of:

a) informing by the manufacturer authorized by the manufacturer person, the seller and (or) the consumer's importer about requirements to transportation, storage, installation, adjustment, operation (to commissioning, technical maintenance and repair, control of technical characteristics (diagnostics amount, testing) during operation) which will ensure safe functioning of the high-voltage equipment in the service life declared by the manufacturer, and also about opportunity and conditions of safe operation of the high-voltage equipment outside installed by the manufacturer of service life and conditions of safe utilization;

b) informing by the manufacturer authorized by the manufacturer person, the seller and (or) the consumer's importer about dangerous properties of the high-voltage equipment and (or) its separate elements concerning life and (or) health of the person, property, the environment including by drawing on the high-voltage equipment of signs of safety.

12. The degree of protection provided with cover shall be sufficient for safety of the high-voltage equipment under operating conditions, provided by technical documentation.

13. The design of the high-voltage equipment shall provide the necessary level of insulation breakdown strength.

14. Heating temperature of elements of the high-voltage equipment (except the replaced element of safety locks) shall not exceed the most admissible for them values in all provided operating modes of the equipment (the nominal mode, the mode of overloads, in case of course of short-circuit currents of the normalized size and duration).

15. The design of the high-voltage equipment shall ensure its fire safety and explosion safety.
