1. Enter till March 21, 2030 quantitative restrictions (quotas) for import into the Republic of Kazakhstan of the cast aluminum rims which were in the use coming from Japan without payment of anti-dumping duty, of 135 tons annually.

2. Approve the enclosed Rules for apportionment between participants of foreign trade activity of quantitative restrictions (quotas) for import of the cast aluminum rims which were in the use coming from Japan without payment of anti-dumping duty.

3. To provide to department of foreign trade activity of the Ministry of Trade and integration of the Republic of Kazakhstan in the procedure established by the legislation:

1) within five calendar days from the date of approval of this order the direction it in the Kazakh and Russian languages electronically in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan.

4. To provide to committee of trade:

1) implementation of licensing for import of the cast aluminum rims which were in the use coming from Japan without payment of anti-dumping duty according to these rules;

2) publication on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan of data on quantitative restrictions (quotas) for import of the cast aluminum rims which were in the use coming from Japan, without payment of anti-dumping duty (approved, used and remained unallotted).

5. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

6. This order becomes effective after ten calendar days after day of its first official publication and is effective till March 21, 2030.

Chapter 1. General provisions

1. These rules of distribution between participants of foreign trade activity of quantitative restrictions (quotas) for import of the cast aluminum rims which were in the use coming from Japan without payment of anti-dumping duty (further - Rules) are developed according to Item 3 of article 18 of the Law of the Republic of Kazakhstan "On regulation of trading activity", the subitem 5) of article 4 of the Law of the Republic of Kazakhstan "About special protective, anti-dumping and countervailing measures in relation to the third countries" and the Decision of Board of the Eurasian economic commission of January 14, 2025 No. 7 "About application of anti-dumping measure by means of introduction of anti-dumping duty concerning the cast aluminum rims coming from Japan, the Kingdom of Thailand The Republic of Turkey and Malaysia and imported on customs area of the Eurasian Economic Union" also determine procedure for distribution between participants of foreign trade activity of quantitative restrictions (quotas) for import of the cast aluminum rims which were in the use coming from Japan without payment of anti-dumping duty.

2. In these rules the following concepts are used:

1) goods - the cast aluminum rims which were in the use coming from Japan classified by code of the Commodity nomenclature of foreign economic activity of the Eurasian Economic Union 8708 70 500 9;

2) quota amount - the quantitative restriction (quota) of goods in kind permitted for import without payment of anti-dumping duty to the Republic of Kazakhstan, established by the decision of Board of the Eurasian economic commission of January 14, 2025 No. 7, to equal 135 tons per year;

3) participants of foreign trade activity - the physical persons performing foreign trade activity including registered as individual entrepreneurs according to the legislation of the Republic of Kazakhstan and the legal entities created according to the legislation of the Republic of Kazakhstan, and also the organization not being legal entities;

4) authorized body in the field of regulation of trading activity (further - authorized body) - the central executive body creating trade policy and performing management, and also cross-industry coordination in the field of trading activity;
