About the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC)
Considering provisions of the Agreement on safety between the government of Ukraine and the North Atlantic Treaty Organization, article 9 of the Law of Ukraine "About defense of Ukraine", the Law of Ukraine "About fundamentals of domestic and foreign policy", for ensuring accomplishment of the Technical arrangement between the Ministry of Defence of Ukraine and the headquarters of the Supreme Commander of the Joint armed forces of NATO concerning transformation about the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, the preparation and education (JATEC) signed on July 8, 2025 in Warsaw, the Republic of Poland (further - the Technical arrangement), and for the purpose of the direction and coordination of activities of state bodies in the direction of the Ukrainian personnel, regulation of the questions connected with its stay in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC) for practical cooperation with NATO within joint bodies, the Cabinet of Ministers of Ukraine decides:
1. Accept the offer of the Ministry of Defence on the direction of the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC).
2. Determine the Ministry of Defence responsible for coordination of actions for the direction and activities of the Ukrainian personnel in the Joint center NATO - Ukraine by the analysis, preparation and education (JATEC).
3. Determine that total quantity of positions for the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC) constitutes 20 positions, from which:
the senior national representative (department director) - one position;
the head of department - three positions;
the chief of department - three positions;
the officer - 13 positions.
4. Determine that the total number of the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC) constitutes no more than 20 people, from which:
from the Ministry of Defence - to 18 people;
from the Ministry of Internal Affairs on condition of accession to the Technical arrangement and acquisition of the status of the participant-kontributora - to one person;
from Security service (in consent) on condition of accession to the Technical arrangement and acquisition of the status of the participant-kontributora - to one person.
5. And on condition of accession to the Technical arrangement and acquisition of the status of the participant-kontributora to the Ministry of Internal Affairs, Security service (in consent) to provide to the Ministry of Defence selection and the direction of the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC) according to requirements of the legislation concerning passing by citizens of Ukraine of the military service to parts concerning passing of military service abroad and concerning the direction of government employees in official journey abroad for work in the secretariats of the international organizations and representative offices of the international organizations in other countries, and also the features of selection and the direction established by the Technical arrangement.
6. Determine that for passing of military service abroad behind the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC) remains payment of cash cover in national currency.
7. Take into consideration that implementation of the payments in foreign currency provided in the Technical arrangement for the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC), is performed by the Party of NATO according to the procedure, determined by the Technical arrangement.
8. Financing of expenses on medical and dental insurance of the Ukrainian personnel in the Joint center NATO - Ukraine according to the analysis, preparation and education (JATEC) is performed for the account and in the expense limits provided in the Government budget for the relevant state bodies and subordinated to them military forming, formed according to the laws with subsequent compensation by the Party of NATO according to the procedure and on the conditions determined by the Technical arrangement.
