About fundamentals of domestic and foreign policy
This Law determines fundamentals of domestic policy of Ukraine in spheres of reorganization of statehood, development of local self-government and stimulation of development of regions, forming of institutes of civil society, homeland security and defense, in economic, social and humanitarian spheres, in the ecological sphere and the sphere of technogenic safety, and also fundamentals of foreign policy of Ukraine.
1. Fundamentals of domestic and foreign policy determine the principles and priorities of state policy in the respective spheres.

Fundamentals of domestic and foreign policy are based on unconditional observance of the Constitution of Ukraine, providing in Ukraine of rights and freedoms of man and citizen and guaranteeing the rights and freedoms proclaimed the Constitution of Ukraine on the conventional principles and rules of international law, providing social orientation of economy of Ukraine and stable social and economic development of Ukraine, consolidation of democratic basis of public and state life, ensuring supremacy of law, economic and political independence of the state, protection of its national interests, approvals of Ukraine as full-fledged and authoritative member of the world commonwealth.
2. The domestic policy is based on such principles:
priority of protection of national interests;
supremacy of law, ensuring realization of rights and freedoms of man and citizen, respect for advantage of each person, ensuring special care of the child and realization of its rights;
equality of all persons of law of property before the law, protection of the competition in the sphere of economic activity;
implementation of the government on bases of its separation on legislative, executive and judicial;
openness and transparency of processes of preparation and decision making by public authorities and local government bodies;
ensuring stable development of economy on market bases and its social orientation;
ensuring balance of state, regional and local interests;
freedom, social justice and creative self-realization, participation of citizens in management of the public and public affairs;
social partnership and civil solidarity.
3. The foreign policy is based on such principles:
sovereign equality of the states;
abstention from threat of force or its applications against territorial integrity or political independence of any foreign state;
respect for territorial integrity of foreign states and inviolability of frontiers;
permission of international disputes by peaceful means;
respect for human rights and its fundamental freedoms;
non-interference to internal affairs of the states;
mutually beneficial cooperation between the states;
fair accomplishment of the undertaken international obligations;
priority of the universally recognized norms and principles of international law before regulations and the principles of the national right;
application of the Armed Forces of Ukraine only in cases of acts of the armed aggression against Ukraine, any other armed infringement of its territorial integrity and immunity of frontiers, fight against the international terrorism and piracy or in other cases provided by international treaties of Ukraine which consent to be bound is provided by the Verkhovna Rada of Ukraine;
application of the international sanctions, counter-measures and measures of diplomatic protection according to international law in cases of the international illegal acts doing harm to Ukraine, her citizens and legal entities;
timeliness and adequacy of measures of protection of national interests to real and potential hazards to Ukraine, her citizens and legal entities.
1. The basic principles of policy in the sphere of reorganization of statehood are:
development of democracy by enhancement of the mechanism of public administration, implementation of parliamentary control;
enhancement of system of elections to the Verkhovna Rada of Ukraine and local government bodies;
upgrade of system of public service taking into account the European experience on the principles of professionalism and political neutrality;
strengthening of openness and transparency of processes of preparation and adoption of the state decisions and implementation of any actions connected with forming and use of budgetary funds, personnel appointments to executive positions in the central executive bodies, courts, law enforcement agencies;
ensuring fair and available legal proceedings;
ensuring compliance with international standards of independence of judges;
strengthening of anti-corruption and shadow economic activity, ensuring unconditional respect for the principles of legality first of all management officials of the state, politicians, judges, heads of law enforcement agencies and law enforcement agencies;
fight against crime by improvement of coordination of work of law enforcement agencies, optimizations of their structure, proper ensuring their activities.

enhancement of system of the administrative-territorial device on the principles of economic self-sufficiency and availability of administrative (managerial) and social services to consumers of these services;
consolidation of material resources of local government bodies and increase in level of their resource providing;
strengthening of responsibility of representatives of local government bodies, rural, settlement, mayors before territorial communities which elected them;
development and deployment of projects of the interregional commercial ties and cross-border cooperation directed to increase in competitiveness of regions as bases of their dynamic development;
consolidation of economic integration of regions with use of benefits of territorial division and labor co-operation;
creation of effective mechanisms of ensuring active participation of territorial communities and local government bodies in forming and realization of the state regional policy;
achievement of high functional solvency of personnel capacity of regions, first of all by creation of system and technologies of investment attraction for preparation of highly professional managerial personnel.
