About implementation of calculations for the consumed heat energy in apartment apartment houses

Based on part three of Item 46 of the Regulations on procedure of payments and introduction of payment for housing and communal services, service in management of common property of joint household and payment for use of premises of the state housing stock, and also the expense recovery for the electric power approved by the resolution of Council of Ministers of the Republic of Belarus of August 27, 2025 No. 465, the Ministry of Housing and Public Utilities of the Republic of Belarus DECIDES:

1. Approve the Instruction about procedure and conditions of implementation of calculations for the consumed heat energy for indications of devices of individual accounting of expense of heat energy or distributors of heat on heating devices in residential and (or) non-residential premises in apartment apartment houses it (is applied).

2. This resolution becomes effective after its official publication.

The instruction about procedure and conditions of implementation of calculations for the consumed heat energy for indications of devices of individual accounting of expense of heat energy or distributors of heat on heating devices in residential and (or) non-residential premises in apartment apartment houses

Chapter 1. General provisions

1. This Instruction determines procedure and conditions of implementation of calculations for the consumed heat energy on indications of devices of individual accounting of expense of heat energy or distributors of heat on heating devices in residential and (or) non-residential premises in apartment apartment houses.

2. For the purposes of this Instruction the terms "auxiliary room", "premises", "apartment house", "apartment apartment house", "non-residential premise" are used in the values determined respectively in Items 5, of 14, of 19, of 27, of the 28th article 1 of the Housing code of the Republic of Belarus, the term "settlement service organization" is used in the value determined in subitem 2.14 of Item 2 of the Regulations on procedure of payments and introduction of payment for housing and communal services, service in management of common property of joint household and payment for use of premises of the state housing stock, and also expense recovery for the electric power (further – Regulations on procedure of payments), and also the following terms and their determinations:

single calculating date – day of calendar month on which removal of final indications of distributors of heat on heating devices or devices of individual accounting of expense of heat energy is made;

the heating device – the element of system of heating serving for transfer of heat energy from the heat carrier circulating in system of heating to the warmed room;

variable expenses of heat energy – the expenses on heat supply of premises in apartment apartment houses depending on direct thermolysis of heating devices and the specific heating characteristic of the settlement room, unit of account on which payers of service of heat supply by means of radiator temperature regulators or other devices can exert impact;

the payer of service of heat supply – the owner of the residential and (or) non-residential premise, the employer, the lessee of premises in the apartment apartment house, the leasing recipient who signed the agreement of finance lease (leasing), leasing subject of which is the apartment of private housing stock in the apartment apartment house, organization member of builders, the shareholder who signed the agreement providing transfer to it in ownership and use of object of shared-equity construction;

fixed expenses of heat energy – the expenses on heat supply of all auxiliary rooms of the apartment apartment house which are not depending on thermolysis of heating devices in settlement rooms including expenses on transportation of the heat carrier in system of heating of unit of account;

radiator coefficient – the correction coefficient depending on brand and the size of the heating device, and also type and method of installation of distributors of heat;

unit of account – set of residential and (or) non-residential premises in the apartment apartment house with general input of heat on which measurement of total quantity of consumption of heat energy is performed. The apartment apartment house, group of apartment apartment houses or part of the apartment apartment house (entrance) depending on the scheme of system of heat supply can be unit of account;

the settlement room – premises of the payer of services of heat supply in unit of account;

the settlement period – the period of time determined by the service provision agreements by calculation of consumption of heat energy on heat supply signed between settlement service organization and the authorized person, and also settlement service organization and the payer of service of heat supply upon termination of which readings of distributors of heat on heating devices or devices of individual accounting of expense of heat energy are taken and is made calculation of amount of the heat energy which is actually consumed on heat supply of settlement rooms;

the authorized person – the representative of payers of service of heat supply, being the authorized person on management of common property of joint household, partnership of owners, the organization of builders, the organization performing operation of housing stock and (or) providing housing and communal services, the signed relevant contract of heat supply with the power supplying organization and the contract with settlement service organization for rendering services in calculation of consumption of heat energy for heat supply.

3. Calculation of the consumed heat energy in the settlement room is perfromed based on indications of distributors of heat on heating devices or devices of individual accounting of expense of heat energy of one approved type (the principle of measurement of expense, the power supply, class of accuracy and the metrological range).

4. In case of absence, defect, safety failure to provide, delivery in repair, on planned checking of the device of group accounting of expense of heat energy calculations for the consumed heat energy for indications of distributors of heat on heating devices or devices of individual accounting of expense of heat energy are not made.

5. The expense of heat energy on heat supply of non-residential premises of the apartment apartment house based on the service provision agreement of heat supply and (or) hot water supply of non-residential premises with the power supplying organization is determined according to Item 49 of the Regulations on procedure of payments.
