1. Approve the enclosed Rules of coordination with Federal Security Service of the Russian Federation of participation of foreign citizens and the foreign organizations, and also Russian organizations, participants (founders) of which are foreign citizens and (or) the foreign organizations, in scientific and (or) scientific and technical activities and experimental developments.

2. Implementation of the Rules approved by this resolution is performed by the corresponding federal executive bodies within the number of staff and the salary fund of workers of the specified federal executive bodies, and also budgetary appropriations provided to these federal executive bodies by the Federal Law on the federal budget for the corresponding financial year and planning period on management and management in the sphere of the established functions.

3. This resolution becomes effective since March 1, 2026.

These rules establish procedure for coordination with Federal Security Service of the Russian Federation of participation of foreign citizens and the foreign organizations, and also the Russian organizations, participants (founders) of which are foreign citizens and (or) the foreign organizations, in scientific and (or) scientific and technical activities and experimental developments for the directions of scientific and (or) scientific and technical activities and experimental developments included in the list provided by the paragraph third item 4 of article 16 of the Federal law "About Science and the State Scientific and Technical Policy".

2. In these rules the concepts established by the Federal Law "About Science and the State Scientific and Technical Policy" are used.

For review with Federal Security Service of the Russian Federation of participation of foreign citizens and the foreign organizations, and also the Russian organizations, participants (founders) of which are foreign citizens and (or) the foreign organizations, in scientific and (or) scientific and technical activities and experimental developments for the directions of scientific and (or) scientific and technical activities and experimental developments included in the list provided by the paragraph third item 4 of article 16 of the Federal law "About Science and the State Scientific and Technical Policy", subjects of scientific and (or) scientific and technical activities and subjects of innovative activities irrespective of their form of business and pattern of ownership represent data to the Ministry of science and the higher education of the Russian Federation, provided by the paragraph the tenth item 4 of article 7.1 of the Federal law "About Science and the State Scientific and Technical Policy" (further respectively - data, scientific works).

4. Data are represented by their placement in single state information system of accounting of research, developmental and technological works of civil appointment (further - single state information system) according to the procedure and terms which are established by the Regulations on single state information system of accounting of research, developmental and technological works of civil appointment approved by the order of the Government of the Russian Federation of April 12, 2013 No. 327 "About single state information system of accounting of research, developmental and technological works of civil appointment".

5. The ministry of science and the higher education of the Russian Federation sends data to Federal Security Service of the Russian Federation within 5 calendar days from the date of receipt of data.

The Federal Security Service of the Russian Federation within 60 calendar days from the date of receipt of data makes the decision on coordination or on refusal in coordination of participation of the foreign citizen and (or) the foreign organization, and also Russian organizations, participants (founders) of which are foreign citizens and (or) the foreign organizations, in scientific works (further - the decision) and sends information on the made decision to the Ministry of science and the higher education of the Russian Federation.

By consideration of data the Federal Security Service of the Russian Federation considers earlier made decisions.

The ministry of science and the higher education of the Russian Federation places information on the decision made by Federal Security Service of the Russian Federation in single state information system within 5 calendar days from the date of receipt of such information from Federal Security Service of the Russian Federation.

6. Decisions of Federal Security Service of the Russian Federation are effective during all term of accomplishment of scientific works.

When attracting in the course of accomplishment of scientific works of the foreign citizen and (or) the foreign organization, and also the Russian organizations, participants (founders) of which are foreign citizens and (or) the foreign organizations, subjects of scientific and (or) scientific and technical activities and subjects of innovative activities place in single state information system of the offer on the entering of corresponding changes into data according to the procedure established by items 4 and 5 these rules.

Consideration of the specified offers is performed according to the procedure, stipulated in Item 5 these rules.
