1. Approve:

a) sampling regulations on approbation of jewelry and other products from precious metals according to appendix No. 1 to this order;

b) sampling regulations on the analysis of jewelry and other products from precious metals according to appendix No. 2 to this order.

2. This order becomes effective since March 1, 2026 and is effective till September 1, 2028.

Sampling regulations on approbation of jewelry and other products from precious metals

1. Jewelry and other products (further - products) from gold, platinum, palladium:

a) the products provided on approbation by the legal entities and individual entrepreneurs performing activities for repair (restoration), production of products for orders of physical persons, buying up at physical persons of products, scrap of products, commission, lombard activities and also physical persons and artists-jewelers - 100%;

b) products of national production:

if the quantity of the products provided on approbation within prior year made no more than 50 000 pieces - 100%;

if the quantity of the products provided on approbation within prior year made from 50 001 to 500 000 pieces - at least 50%;

if the quantity of the products provided on approbation within prior year made more than 500 000 pieces - no more than 30%;

c) the products imported on the territory of the Russian Federation from the countries which are not entering into the Eurasian Economic Union (further - the imported products):

the products provided one approbation later the next working day after their release for internal consumption with departure or without departure of the imported products from the location of the specialized customs post allocated with competence on making of customs transactions concerning jewelry and other products from precious metals (further - specialized customs post), or no later than the next working day after their release for internal consumption with departure of the imported products from the location of specialized customs post, - 100%;

the products provided on approbation no later than the next working day after their release for internal consumption without departure from the location of specialized customs post - no more than 20%;

d) the products moved on the territory of the Russian Federation from the countries entering into the Eurasian Economic Union (further - the moved products):

products on which the documents confirming their origin from the countries entering into the Eurasian Economic Union - 100% are not submitted;

products on which the documents confirming their origin from the countries entering into the Eurasian Economic Union - at least 80% are submitted.

2. Products from silver:

a) the products provided on approbation by the legal entities and individual entrepreneurs performing activities for repair (restoration), production of products for orders of physical persons, buying up at physical persons of products, scrap of products, commission, lombard activities and also physical persons and artists-jewelers - 100%;

b) products of national production, the imported products, the moved products:

if the quantity of products in batch makes no more than 100 pieces - 50%;

if the quantity of products in batch makes from 101 to 1 000 pieces - at least 30%;

if the quantity of products in batch makes more than 1 000 pieces - at least 10%.

3. In case of absence in the declared test of one product all products in the provided batch are subject to approbation.

1. Jewelry and other products from precious metals (further - products) without covering:

a) for gold products:

one product from 0,5 to 3 kg of products (except the hour body) taking into account the accruing result separately on each legal entity, the individual entrepreneur and the artist-jeweler;

one product from 10 kg of products (for the hour body) taking into account the accruing result separately on each legal entity, the individual entrepreneur and the artist-jeweler;

b) for silver products:

one product from batch of the shown products (except the hour body) if the quantity of products in batch makes from 50 to 500 pieces;

two products from batch of the shown products (except the hour body) if the quantity of products in batch makes from 501 to 1 000 pieces;

one product in addition on each 1 000 pieces of products (except the hour body) if the quantity of products in the shown batch makes more than 1 000 pieces;

one product from batch of the shown hour body if the quantity of products in batch makes from 100 to 1 000 pieces;

c) for platinum and palladic products:
