1. Approve enclosed:

Rules of determination and forming of the amount of collection on construction and (or) reconstruction of infrastructure facilities of air transport, its collection, accumulation and use in group of the airports;

Rules of determination of groups of the airports in which collection on construction and (or) reconstruction of infrastructure facilities of air transport is subject to collection and use;

the list of infrastructure facilities of air transport concerning which use of collection on construction and (or) reconstruction of infrastructure facilities of air transport is performed.

2. Assign functions on accumulation of collection to construction and (or) reconstruction of infrastructure facilities of air transport and to its use on the Federal State Unitary Enterprise Administration of Civil Airports (Airfields).

3. Determine that in case of determination of part of profit of the Federal State Unitary Enterprise Administration of Civil Airports (Airfields), being at the command the specified company after tax payment and other obligatory payments, according to Item 6 of Rules of development and approval of programs of activities and determination of the part of profit of the federal state unitary enterprises approved by the order of the Government of the Russian Federation of April 10, 2002 No. 228 "About measures for increase in efficiency of use of the federal property fixed in economic maintaining the federal state unitary enterprises" which is subject to transfer in the federal budget the income recognized as a part of this profit gained from collection of collection on construction and (or) reconstruction of infrastructure facilities of air transport is not considered.

4. This resolution becomes effective since March 1, 2026 and is effective till March 1, 2032.

Rules of determination and forming of the amount of collection on construction and (or) reconstruction of infrastructure facilities of air transport, its collection, accumulation and use in group of the airports

1. These rules establish procedure for determination and forming of the amount of collection on construction and (or) reconstruction of infrastructure facilities of air transport (further infrastructure collection), its collections, accumulation and use in group of the airports at which infrastructure collection is subject to collection and use (further - group).

2. The concepts used in these rules mean the following:

"concessionary agreement" - the concessionary agreement concluded concerning infrastructure facilities of air transport of the airport of group which part of objects the property, stipulated in Item 6 parts 1 of article 4 of the Federal law "About Concessionary Agreements" is;

"the operator of infrastructure collection" - the Federal State Unitary Enterprise Administration of Civil Airports (Airfields);

"payers" - the legal entities, individual entrepreneurs performing commercial air transportations including foreign.

3. Infrastructure collection is levied from payers by results of calendar month for implementation by the payer of each runway transaction during calendar month at the airports entering into group.

Transfer of infrastructure collection by the payer is performed no later than the 20th calendar day of the month following reporting.

4. The amount of infrastructure collection is determined in Russian rubles in the form of the fixed price values in relation to specific group.

5. The payer creates the amount of infrastructure collection which is subject to payment in relation to each airport (Sa) which is determined by formula:

n - the number of runway transactions in case of commercial air transportations at the airport for reporting calendar month (units);

With - the amount of infrastructure collection for one passenger (rubles);

Pi - the number of passengers are aged more senior than 12 years accepted or sent within i-y of runway transaction in case of commercial air transportation (passengers);

Di - the number of passengers aged from 2 up to 12 years accepted or sent within i-y of runway transaction in case of commercial air transportation (passengers);

Gi - the mass of freight and mail, accepted or sent within i-y of runway transaction in case of commercial air transportation (kilograms);

90 - the average mass of one passenger used for recalculation of mass of freight and mail in the number of passengers (kilograms on one passenger).

Infrastructure collection is not calculated in the relation:

the runway transactions connected with landing of aircrafts to reserve airfields for the reasons of deterioration in meteoconditions and other restrictions;

passengers or freights which according to agreements of airborne transportation arrive in the airport of group by one flight and go from this airport further along route the same flight;

passengers or freights which according to agreements of airborne transportation arrive in the airport of group by one flight and go from this airport further along route other flight of the same or other carrier performing airborne transportations.

6. The amount of infrastructure collection for one passenger is established including proceeding from the planned size of the expenses connected with creation and (or) reconstruction of infrastructure facilities of air transport concerning which use of infrastructure collection is planned of the cost of use of the borrowed funds raised for financing of such expenses, forecast and actual indicators of passenger traffic, urgent structure of group, and also quantity and effective periods of the signed concessionary agreements concerning the airports of specific group and determined by the decision of the Government of the Russian Federation in relation to specific group provided that the Government of the Russian Federation makes the decision on merging of the airports in the corresponding group.

The amount of infrastructure collection for one passenger in relation to specific group at its initial establishment cannot exceed 150 rubles (in the prices of 2025).
