About the legal basis of peace policy and trust of neutral Turkmenistan

This Constitutional Law determines the legal basis of peace policy and trust of constantly neutral Turkmenistan, and also the principles and the purposes of its realization in the international relations.

Article 1. Legal basis of peace policy and trust of neutral Turkmenistan

1. State policy of neutral Turkmenistan in the field of the world and trust is based on the Constitution of Turkmenistan, the Constitutional Law of Turkmenistan "About permanent neutrality of Turkmenistan", determining peace-loving foreign policy and the humane principles of Turkmenistan, and this Constitutional Law.

2. The legal basis of peace policy and trust of neutral Turkmenistan constitute the conventional principles and rules of international law, Resolutions of the General Assembly of the United Nations of December 12, 1995, on June 3, 2015 and on March 21, 2025 "the Permanent Neutrality of Turkmenistan" and other international legal acts aimed at providing the world and trust.

Article 2. Basic principles of peace policy and trust

The basic principles of peace policy and trust are:

1) neutrality;

2) equality;

3) respect of human rights and freedoms;

4) mutual respect to each other;

5) cooperation on the basis of mutual trust, openness and respect;

6) neighborliness;

7) not use of force and threat of use of force, not participation in military blocks and unions;

8) non-interference to internal affairs of other countries;

9) prevention of disputes and decision their peaceful manners;

10) humanity;

11) following in the international relations of philosophy "Dialogue – world guarantee";

12) priority of the universally recognized norms of international law;

13) fair accomplishment of the international obligations;

14) respect of equality and sovereignty of the states.

Article 3. Main objectives of peace policy and trust

Main objectives of peace policy and trust are:

1) use of opportunities of permanent neutrality of Turkmenistan and preventive diplomacy according to the fundamental principles, values and the purposes of the United Nations;

2) development of the relations on the basis of trust and openness;

3) enforcement of trust, strengthening of safety at the regional and world levels;

4) creation of favorable external conditions for sustainable development of Turkmenistan;

5) combination of multilateral efforts on realization of Sustainable development goals by the world and trust;

6) cultural development of confidential dialogue for the dispute resolution and the conflicts in the peaceful, political and diplomatic manners on the basis of equal and harmonious dialogue;

7) development of activities of Group of friends of neutrality as the effective tool in obesyopecheniye of the world and trust around the world;

8) use of opportunities of parliamentary dipyolomatiya in realization of peace policy and

trust;

9) promoting of initiative of Turkmenistan about the Strategy of the General Safety including integrated approaches of recognition of the principles of the world and trust, and active participation in realization of its principles;

10) promotion and support of the initiatives directed to strengthening of the world and trust;

11) support of activities of the strategic advisory board "Turkmenistan — the United Nations";

12) support of realization of the purposes of the United Nations on transport coherence of developing countries which do not have outlet to the sea and the activities which are carried out in this direction;

13) consecutive protection of national interests of the state in system of the international relations;

14) development of friendly, open, many-sided complex relations with foreign countries in the bilateral and multilateral formats based on the principles of respect of frictionless priority of national interests by interstate associations and the international organizations, and also forums;

15) strengthening of role of Turkmenistan as the peacekeeping and intermediary center by use and promoting in the international space of opportunities of the status of permanent neutrality.

Article 4. Priority directions of peace policy and trust

The priority directions of peace policy and trust include:

1) creation of new approaches and long-term models of economy of the future by activization of system strategy of cooperation on promotion of Sustainable development goals;

2) development of strategic directions "green economy", "the smart city" by transition to low-carbon power, use of renewable energy resources, ensuring access to energy-saving technologies, implementation of new sources of implementation of energy transition;

3) enhancement of international cooperation in providing democratic institutes, the rights, freedoms and legitimate interests of the person, development of the constructive relations with organizations of the United Nations on the basis of mutual respect;

4) creation of safe transit corridors to the foreign markets of energy resources;

5) development of international cooperation in systems of transport and communication;

6) development of the international cooperation aimed at providing environmental protection and ecological wellbeing;

7) combination of the efforts directed to fight against desertification in Central Asia, rational and fair use of water resources;

8) increase in activity of Dialogue of women of the countries of Central Asia and youth in the international relations and peace initiatives;

9) development of cross-cultural dialogue, the cultural and humanitarian relations by respect of original cultures, traditions of the people and the states and use of opportunities of national diplomacy in this direction;

10) equal integration in world economic and cultural and humanitarian space, creation of the necessary conditions promoting further development and diversification of these relations;

11) maintaining cooperation in the field of creating favorable conditions for attraction of the foreign investments which are necessary for development and expansion of the international investment cooperation in Turkmenistan;

12) broad and effective coordinating of long-term foreign trade and economic policy between the countries.

Article 5. Philosophy "Dialogue – world guarantee" in realization of peace policy and trust

The purposes of promotion of philosophy "Dialogue – world guarantee" are:

1) transformation of the philosophical principle "Dialogue – world guarantee" in the main principle of the international relations in the field of the world and trust;

2) recognition of diplomatic negotiations as the single acceptable method of solution to the conflicts and oppositions arising at the international and regional levels;

3) implementation of the measures directed to prevention of modern challenges and threats and mitigation of their impact;
