RESOLUTION OF THE STATE CUSTOMS COMMITTEE OF THE REPUBLIC OF BELARUS

About establishment of structure and format of separate customs papers in the form of the electronic document

Based on Item 2 of Article 7 and Item 3 of article 53 of the Law of the Republic of Belarus of January 10, 2014 No. 129-Z "About customs regulation in the Republic of Belarus", Item 6 of article 306-1 of the Tax Code of the Republic of Belarus, Item part three 6, Item part five paragraph two 9, Item part five paragraph two 11, paragraph two of part six of Item 12 and paragraph two of part three of Item 19 of the Regulations on completion of action of customs procedure of free customs zone (free warehouse) approved by the resolution of Council of Ministers of the Republic of Belarus of March 21, 2014 No. 241, of the paragraph of third subitem 1.1 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of September 14, 2020 No. 533 "About statistical declaration of goods" and subitems 10.7 and 10.30 of Item 10 of the Regulations on the State Customs Committee of the Republic of Belarus No. approved by the Presidential decree of the Republic of Belarus of April 21, 2008 228, the State Customs Committee of the Republic of Belarus DECIDES:

1. Establish structure and format:

1.1. submissions of the document reflecting calculation and payment of utilization collection in the form of the electronic document according to appendix 1;

1.2. the report on the results of determination of goods quantity placed under customs procedure of free customs zone (free warehouse), in the part corresponding to goods quantity, placed under customs procedure of free customs zone (free warehouse), and (or) the goods made (received) of the goods placed under customs procedure of free customs zone (free warehouse), buried, neutralized, utilized and (or) destroyed by different way (further – the report on the utilized goods) in the form of the electronic document according to appendix 2;

1.3. the report on the goods which are the equipment put into operation and used by resident free (special, special) economic zone (further – SEZ) for implementation of the agreement on activities conditions in SEZ, and (or) the goods used for creation of real estate objects in the territory of SEZ and which are component of such real estate objects (further – the report of resident of SEZ), in the form of the electronic document according to appendix 2;

1.4. the report on the goods which are the equipment put into operation and used by the owner of free warehouse and (or) the goods used for creation of real estate objects in the territory of free warehouse and which are component of such real estate objects (further – the report of the owner of free warehouse), in the form of the electronic document according to appendix 2;

1.5. the report on expenditure of goods according to Item 6 of article 150 of the Law of the Republic of Belarus "About customs regulation in the Republic of Belarus" in the objects of public catering located in territorial free customs zone (further – the report on expenditure of goods), in the form of the electronic document according to appendix 2;

1.6. the report on consumption of goods according to appendix No. 1 to the Decision of Council of the Eurasian economic commission of December 20, 2017 No. 88 "About some questions of application of customs procedure of free customs zone" (further – the report on consumption of goods) in the form of the electronic document according to appendix 2;

1.7. the document on payment of customs duties, taxes concerning goods for private use which customs declaring is performed with use of the passenger customs declaration for express loads, in the form of the electronic document according to appendix 3;

1.8. the customs receipt order in the form of the electronic document according to appendix 4;

1.9. certificates on the provided providing in the form of the electronic document according to appendix 5;

1.10. the statistical declaration in the form of the electronic document according to appendix 6;

1.11. notifications on placement of goods in the customs control zone in the form of the electronic document according to appendix 7;

1.12. non-availability notices of need of modification (amendments) of the data declared in the customs declaration submitted in case of preliminary customs declaration of goods in the form of the electronic document according to appendix 8.

2. Recognize invalid resolutions of the State Customs Committee of the Republic of Belarus according to the list according to appendix 9.

3. This resolution becomes effective in the following procedure:

subitem 1.11 of Item 1 and Items 5, the 16 and 18 appendices 9 – since April 1, 2026;

other provisions of this resolution – after its official publication.
