About approval of professional standards in the field of industrial safety
According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", PRIKAZYVAYU:
1. Approve:
1) professional standard "Engineering certification of dangerous technical devices: elevators, escalators, travelators, elevators for persons with limited opportunities (persons with disability)", according to appendix 1 to this order;
2) the professional standard "Examination of Industrial Safety for the Objects Conducting Explosive Works", according to appendix 2 to this order;
3) professional standard "Engineering certification of dangerous technical devices: ropeways and funiculars", according to appendix 3 to this order;
4) the professional standard "Rescue Activities for Servicing of Hazardous Production Facilities", according to appendix 4 to this order;
5) the professional standard "Examination of Industrial Safety for Objects of Leaders Mining and Exploration Works", according to appendix 5 to this order;
6) the professional standard "Examination of Industrial Safety for Objects of Coal Mines", according to appendix 6 to this order;
7) the professional standard "Preparation, Retraining and Advanced Training in the Sphere of Industrial Safety", according to appendix 7 to this order;
8) the professional standard "Examination of Industrial Safety in case of Operation of the Equipment Working under Pressure", according to appendix 8 to this order;
9) the professional standard "Ensuring Industrial Safety when Carrying Out Welding and (or) Related Processes (the Soldering, Naplavka, Thermal Cutting)", according to appendix 9 to this order;
10) the professional standard "Examination of Industrial Safety in case of Operation of Gas Distribution Networks and Gas-consuming Systems", according to appendix 10 to this order.
2. To provide to committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) within five calendar days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
2) placement of this order on official Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan.
3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. Scope of the professional standard: Professional standard "Engineering certification of dangerous technical devices: elevators, escalators, travelators, elevators for persons with limited opportunities (persons with disability)" it is developed according to article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", establishes requirements to forming of educational programs, including personnel trainings at the companies, workers and graduates of the organizations of education and solutions of wide range of tasks in the field of industrial safety in case of operation of elevators, escalators, travelators, elevators for persons with limited opportunities (persons with disability).
2. In this professional standard the following terms and determinations are applied:
1) the analysis – the activities undertaken for establishment of suitability, adequacy, effectiveness of the considered object for achievement of the established purposes;
2) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task
3) the nondestructive control (NC) – the reliability control of the main working properties and the GPM parameters or its separate elements / nodes which is not requiring removal of GPM from work or its dismantle;
4) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely
5) labor protection – the system of safety of life and health of workers in the course of labor activity including legal, social and economic, organizational and technical, sanitary and epidemiologic, treatment-and-prophylactic, rehabilitation and other actions and means
6) normative service life is the time specified by the manufacturer in the passport of the device during which the heavy lift gear keeps working capacity;
7) safety of operation – condition in case of which there is no unacceptable risk connected with damnification of life or health of citizens, to property of physical persons or legal entities, the state-owned or municipal property;
8) the act/test report – the technical document, is drawn up by the commission as a part of the owner of the object/customer, carrying out survey and confirming results of the carried-out testing;
9) labor safety – the condition of security of workers provided with complex of the actions excluding impact of harmful and (or) dangerous production factors on workers in the course of labor activity;
10) inspection – complex of works on technical diagnosing of the hoisting machines which fulfilled normative service life for the purpose of determination of opportunity and conditions of further operation for certain period
11) professional qualification – the extent of professional training characterizing ownership of the competences required for accomplishment of labor functions by profession;
12) the professional standard – the written official document establishing general requirements to knowledge, abilities, skills, work experience taking into account formal and (or) informal, and (or) informalny education, to skill level and competence, content, quality and working conditions in specific area of professional activity;
13) competence – capability to apply the skills allowing to carry out one or several professional tasks constituting labor function;
14) the elevator – stationary heavy lift gear of periodic action, intended for rise and descent of people and (or) freights in the cabin moving on tough rectilinear guides which have tilt angle to vertical no more than 15 °.
15) profession – the occupation performed by physical person and requiring certain qualification for its accomplishment;
16) ability – capability physically and (or) intellectually to perform separate single operations within professional task;
17) the elevator for persons with limited opportunities (persons with disability) or the elevator for persons with limited opportunities (persons with disability) is the weight lifting equipment specialized for wheelchairs;
18) certification – the procedure by means of which the body for confirmation of conformity certifies compliance of products and (or) the related process, and also service to the established requirements;
19) engineering certification is assessment of technical condition (technical diagnosing) of the equipment and its components regarding possibility of safe operation of object, by carrying out survey, and also static and dynamic testing;
20) the travelator – the stepless tape or path allowing to accelerate or facilitate movement (transportation) of freights and people moving under bias or parallel to floor;
21) the Escalator – the hoisting-and-transport machine in the form of inclined on 30-35 ° to the ladder horizon with moving steps for movement of people from one level on another

1. Scope of the professional standard: The professional standard "Examination on Industrial Safety for the Objects Conducting Explosive Works" is developed according to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications" and establishes requirements to skills, abilities, knowledge, work experience taking into account formal and (or) informal, and (or) informalny education, to skill level and competence of specialists of the sphere of industrial safety in conducting examination in the field of explosive works, and also requirements in case of development of educational programs and/or qualification training programs of personnel at the companies.
2. In this professional standard the following terms and determinations are applied:
1) explosive works – set of technological transactions on preparation and production of explosion: creation of the project, delivery of explosive materials to the charged block, loading and zaboyka of wells, shots or cameras with installation in them of detonators, installation of explosive network (chain) and its initiation on condition of removal of all people on safe distance;
2) explosive materials – the general name of the explosives, means of initiation and prostrelochno-explosive devices used in the industry;
