According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", PRIKAZYVAYU:
1. Approve:
1) the professional standard "Forage Production for Farm Animals" according to appendix 1 to this order;
2) the professional standard "Cultivation of Horses of the Milk Direction" according to appendix 2 to this order;
3) the professional standard "Cultivation of Sheep and Goats" according to appendix 3 to this order;
4) the professional standard "Chicken farming" according to appendix 4 to this order;
5) the professional standard "Cultivation of Cattle of the Milk Direction" according to appendix 5 to this order;
6) the professional standard "Selection Activities (Breeding Case) in Livestock Production" according to appendix 6 to this order.
2. To provide to department of agrarian science and education of the Ministry of Agriculture of the Republic of Kazakhstan in the established legislative procedure:
1) the direction of the electronic copy of this order in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan after its official publication.
2) placement of this order on official Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.
3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.
4. This order becomes effective from the date of its first official publication.

1. Scope of the professional standard: The professional standard "Forage Production for Farm Animals" (further – the professional standard) is developed according to article 5 of the Law of the Republic of Kazakhstan "About professional qualifications".
The professional standard is intended for determination of levels of the qualifications necessary for implementation by workers of certain type of professional activity, including accomplishment of certain labor functions, and also for application in case of development of educational programs of the organizations of the higher, postgraduate, engineering and professional education.
This professional standard determines requirements to skill level and competence, to content, quality and labor conditions, and also is intended for the solution of wide range of tasks in the organizations for works in the field of forage production for farm animals.
The professional standard is applied to use by users:
1) workers – for understanding of qualifying standards to professional activity in the field of livestock production, planning of the professional development and advanced training, and also forecasting of career promotion in the profile direction;
2) employers – for development of single requirements to content of professional activity in the field of livestock production, updating of requirements to qualification of specialists taking into account modern challenges and needs of the agrarian sector, and also for forming of criteria during the hiring, certification, promotion, staff rotations and developments of programs of advanced training.
3) educational institutions – for determination of the purposes and contents of educational programs of training of specialists in the field of livestock production, retraining and advanced training of heads and specialists of the profile directions, development of system of occupational retraining and advanced training of teachers and experts in the field of livestock production;
4) the organizations (bodies) performing activities for certification and assignment of qualification – for development of estimative materials in case of certification of personnel and development of criteria of qualification of workers on compliance level;
5) state bodies – for use of the professional standard as criteria, monitoring and market forecasting of work.
Based on this professional standard of the organization can develop for internal application corporate professional standards on workers with refining of level of professional education, the list of labor functions, knowledge, skills taking into account features of production organization, work, management and their responsibility.
2. In this professional standard the following terms and determinations are applied:
1) forage production – evidence-based system of organizational and economic and technology actions for production, conversion and storage of forages;
2) stern – products of plant, animal, microbiological origin, and also mineral additives which when feeding provide manifestation of normal physiological functions and quality of products received from them;
3) feed additives – any additives to diet regulating quantity and ratio in it nutritive and biologically active agents, and also providing health and the highest productivity of animals;
4) juicy foods – the forages of plant origin containing significant amount of water in the structure - about 70-92%;
5) large forages – hay, straw, hay cutting, grass meal, chaff, seaweed, wood (branch) forage, rods of mealies, etc.;
6) concentrated foods – grain of cereals, bean, products of their conversion on flour, grain, grass meal of bean cultures and nettle.
7) irrigation (irrigation) – water supply on the fields lacking for moisture and increase in its inventories in root-inhabited layer of earth for the purpose of increase in soil fertility;
8) the waterer – the worker who is engaged in watering;
9) the agriculturist – the agronomist, the field husbandry specialist;
10) surface irrigation – irrigation of lands with distribution of water on their surface;
11) the irrigation mode – set of number, terms and regulations of waterings;
12) fodder grounds – the parcels of land of haymakings, pastures and artificial feed crops which plant cover is used on hay, haylage, silo, grass meal and for cattle pasture;
13) natural forage grasslands – lands with natural herbages (pastures and haymakings);
14) straw pressing – process of collection of straw in rolls for forage animal, and also it promotes cleaning of large number of weeds from the field;
15) straw stacking – ricking, stacking of the loose or pressed hay (straw) for storage in dense heaps in the form of parallelepiped with roundish top (rick) or loose hay in the form of dome with roundish top (stack);
16) stack – big high and roundish or quadrangular heap of densely laid hay or straw (or heap of sheaves, that is linking of stalks with ears);
17) rick – big, usually oblong haystack or straw, or bread sheaves put on special method for storage under the open sky.
18) soil – mineral part of the earth;
19) the soil – fertile part of the earth with remaining balance of plants, microorganisms, animals, mushrooms + soil biosystems;
20) nutritiousness of forages – quality of forages as satisfaction of need of animals for food, in energy and nutritive matters;
21) feeding diet – set of the fodder means providing need of farm animals for nutritive matters in days;
22) silo – tinned herbs or tuber crops, grain stillage, and also the mixes consisting of herbs, grain of cereals, or beet pulp with straw;
23) green crops – the elevated mass of green fodder plants mown by fresh animal;
24) informalny education – the education type received during daily activities out of the organizations of education and the organizations providing educational services, and not accompanied with issue of the document confirming results of training;
25) informal education – the education type planned, organized and performed by the organizations which provide the educational services rendered without the place, terms and form of education, and accompanied with issue of the document confirming results of training;
26) professional subgroup – the part of professional group of industry created by complete set of labor functions and their competences, necessary for accomplishment;
27) professional group – the set of professional subgroups of industry having general integration basis and assuming similar set of labor functions and competences for their accomplishment;
28) qualification – degree of readiness of the worker for high-quality accomplishment of specific labor functions;
29) skill level – established and described in frame of qualifications the structured set of requirements to the employee competences differentiated in parameters of knowledge, abilities, complexity, non-standard of labor contexts, responsibility and independence;
30) labor function – enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;
31) the professional standard – the standard determining in specific area of professional activity of the requirement to skill level, competences, to content, quality and labor conditions;
32) profession – the main occupation of labor activity of the person, the requiring certain knowledge, abilities and practical skills acquired as a result of special preparation and confirmed by the relevant documents on education;
33) industry frame of qualifications – the structured description of the qualification levels recognized in industry;
34) the national frame of qualifications – determines single scale of levels, qualifications, all-professional competences for development of industry framework of qualifications, professional standards;
35) abilities – capabilities to apply knowledge and to show competence for the purpose of implementation of activities and the solution of tasks (use of logical, intuitive, creative and practical thinking);
36) knowledge – result of assimilation of information by means of training and personal experience, set of the facts, the principles, theories and the practicians belonging to the sphere of training or work, qualification component which shall be exposed to assessment;
37) competences – the qualities of the subject of activities providing accomplishment of tasks of professional activity of certain qualification level;
38) experience – conscious activities, knowledge and skills which can be acquired and effectively used during certain period.
