The government of the Russian Federation decides:

1. Make in the territory of the Russian Federation experiments on marking by means of identification:

a) meat products, including sausages and similar food products from meat, offal or blood of animals, from meat and offal of bird packed into consumer packaging, from November 24, 2025 to February 28, 2026 (inclusive);

b) semifinished products and the refrigerated food products packed into consumer packaging, from November 24, 2025 to August 31, 2026 (inclusive).

2. Approve enclosed:

Regulations on carrying out in the territory of the Russian Federation experiment on marking by means of identification of meat products, including sausages and similar food products from meat, offal or blood of animals, from meat and offal of bird packed into consumer packaging, and also experiment on marking by means of identification of the semifinished products and the refrigerated food products packed into consumer packaging;

the list of meat products, including sausages and similar food products from meat, offal or blood of animals, from meat and offal of bird packed into consumer packaging, and also semifinished products and the refrigerated food products packed into consumer packaging which are subject to marking by means of identification within the experiment on marking of meat products, including sausages and similar food products from meat, offal or blood of animals, from meat and offal of bird packed into consumer packaging, and also experiment on marking by means of identification of the semifinished products and the refrigerated food products packed into consumer packaging.

3. Determine that the federal executive bodies authorized on ensuring carrying out the experiments specified in Item 1 of this resolution (further - experiments), are the Ministry of Industry and Trade of the Russian Federation, the Ministry of digital development, communication and mass communications of the Russian Federation, the Ministry of Agriculture of the Russian Federation, the Federal Tax Service, the Federal Customs Service, Federal Service for the Oversight of Consumer Protection and Welfare, Federal Service for Veterinary and Phytosanitary Surveillance and Federal Security Service of the Russian Federation (further - authorized bodies).

4. Agree with the offer of Operator-TsRPT limited liability company on implementation by the specified society on a grant basis of functions of the operator of the information system used for the purpose of carrying out experiments (further - information system).

5. Recommend to the operator of information system to develop requirements to information system and requirements to ensuring the information security containing in information system and to ensuring information security when using information and communication technologies within the experiments till November 30, 2025.

6. Provide to the Ministry of Industry and Trade of the Russian Federation:

a) coordination of creation and functioning of information system;

b) approval of requirements to information system, and also requirements to ensuring the information security containing in information system and to ensuring information security when using information and communication technologies within the experiments till December 5, 2025;

c) development and approval in coordination with authorized bodies of methodical recommendations about carrying out experiments and the scheduled plan of carrying out experiments:

till December 12, 2025 within the experiment specified in the subitem "an" of Item 1 of this resolution;

till December 15, 2025 within the experiment specified in the subitem "b" of Item 1 of this resolution;

d) together with authorized bodies evaluating results of experiments and submission to the Government of the Russian Federation:

the report till January 20, 2026 and the report till February 28, 2026 within the experiment provided by the subitem "an" of Item 1 of this resolution;

the report till February 16, 2026 and the report till August 31, 2026 within the experiment provided by the subitem "b" of Item 1 of this resolution.

7. To provide to the Ministry of Agriculture of the Russian Federation coordination and monitoring of work of the participants of turnover of goods (producers, importers, the organizations of wholesale and retail trade of meat products, including sausages and similar food products from meat, offal or blood of animals, from meat and offal of bird packed into consumer packaging, and also semifinished products and the refrigerated food products packed into consumer packaging) participating in experiments.

8. To provide to Federal Service for Veterinary and Phytosanitary Surveillance, Federal Tax Service, the Federal Customs Service and Federal Service for the Oversight of Consumer Protection and Welfare when implementing powers in the established spheres of maintaining information exchange of the information systems with information system with use of information which is earlier placed in them, and also accounting of the data transferred by the participants of turnover of goods specified in Item 7 of this resolution, participating in experiments to information system within the experiments including regarding accounting of the data containing in subsystem of the national catalog of the marked goods of information system.

9. Realization by authorized bodies of the actions provided by this resolution is performed within the established extreme number of employees of the authorized bodies and budgetary appropriations provided by it on management and management in the field of the established functions.

10. For the purpose of ensuring information exchange of authorized bodies the information system is connected on a grant basis to single system of interdepartmental electronic interaction according to the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction".
