1. Conduct from November 14, 2025 to February 28, 2026 in the territory of the Russian Federation experiment on marking by means of identification of separate types of grocery products - grain, macaroni, flour and mixes for the preparation of the test, porridges, muesli, instant potatoes, honey packed into consumer packaging (further - experiment).

2. Approve enclosed:

3. Determine that the federal executive bodies authorized on ensuring carrying out experiment are the Ministry of Industry and Trade of the Russian Federation, the Ministry of Agriculture of the Russian Federation, the Ministry of digital development, communication and mass communications of the Russian Federation, the Ministry of Economic Development of the Russian Federation, Federal Security Service of the Russian Federation, the Federal Tax Service, Federal Accreditation Service, Federal Service for the Oversight of Consumer Protection and Welfare and the Federal Customs Service (further - authorized bodies).

b) development and approval till December 18, 2025 in coordination with authorized bodies of methodical recommendations about carrying out experiment and the scheduled plan of carrying out experiment;

c) together with authorized bodies evaluating results of experiment and submission of the corresponding reports to the Government of the Russian Federation till January 15, 2026 and till February 28, 2026.

6. To provide to the Ministry of Agriculture of the Russian Federation coordination and monitoring of work of participants of turnover of separate types of grocery products - grain, macaroni, flour and mixes for the preparation of the test, porridges, muesli, instant potatoes, honey packed into consumer packaging, participating in experiment.

7. To provide to the Federal Tax Service, the Federal Customs Service, Federal Service for the Oversight of Consumer Protection and Welfare, Federal Accreditation Service when implementing powers in the established spheres of maintaining information exchange of the information systems with information system of monitoring with use of information which is earlier placed in them, and also accounting of the data transferred by participants of experiment to information system of monitoring within the experiment including regarding accounting of the data containing in subsystem of the national catalog of the marked goods of information system of monitoring.

8. Realization by authorized bodies of the actions provided by this resolution is performed within the Russian Federation established by the President and the Government of the limiting Russian Federation of number of employees of the authorized bodies and budgetary appropriations provided by it in the federal budget on management and management in the sphere of the established functions.

For the purpose of ensuring information exchange of authorized bodies the information system of monitoring is connected on a grant basis to single system of interdepartmental electronic interaction according to the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction".

c) the organization of effective interaction of public authorities, including regulatory authorities, with participants of turnover of goods;

d) implementation by participants of turnover of goods of primary filling of subsystem of the national catalog of the marked goods of the state information system of monitoring of turnover of goods which are subject to obligatory marking by means of identification (further - information system of monitoring), the data on goods allowing to identify unambiguously commodity unit;

e) development of offers on introduction of amendments to the legislation of the Russian Federation regulating turnover of goods;

e) preparation of offers on determination of codes of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union and codes of the All-Russian Product Classifier by types of economic activity of the goods which are subject to obligatory marking by means of identification.

3. Participants of experiment are:

a) the federal executive bodies authorized on ensuring carrying out experiment;

b) participants of turnover of goods;

c) operators of electronic document management;
