About approval of Methodological regulations on processing of the transit declaration

For the purpose of application of provisions of the Convention on the procedure of general transit adopted in Interlaken on May 20, 1987 which the Republic of Moldova joined based on the Law No. 169 of June 27, 2025 "About accession of the Republic of Moldova to the Convention on the procedure of general transit" based on the item 414, by item 641 of the Regulations on enforcement of the Customs code No. 95/2021, approved by the Order of the Government No. 92/2023 (The official monitor of the Republic of Moldova, 2023, No. 93/96, 193), with subsequent changes, I ORDER to the Art.:

1. Approve Methodological regulations on processing of the transit declaration (are applied).

2. To management of development and information security to take necessary measures for execution of provisions of this order.

3. Declare invalid the Order No. 232-O/2024 "About approval of Methodological regulations on processing of the transit declaration in the New computerized system of transit" (The official monitor of the Republic of Moldova, 2024, No. 275-277, the Art. 513).

4. This order becomes effective since November 1, 2025 and is subject to publication in the Official monitor of the Republic of Moldova.

Methodological regulations on processing of the transit declaration

Chapter I. General provisions

1. These Methodological regulations on processing of the transit declaration (further - Regulations) establish procedure for provision, implementation and control of customs regime of transit in the territory of the Republic of Moldova with use of the New computerized transit system (further - NKTS), and also in case of application of the plan of providing going concern and is applied to all goods declared in customs regime of transit according to:

a) Customs code No. 95/2021;

b) The convention on the procedure of general transit adopted in Interlaken on May 20, 1987 which the Republic of Moldova joined based on the Law No. 169 of June 27, 2025 "About accession of the Republic of Moldova to the Convention on the procedure of general transit".

2. For the purpose of application of this Regulations as following terms it is understood:

1) AAR (Anticipated Arrival Record) - the prior notice of arrival: the electronic message IE001, containing information taken from the transit declaration, automatically generated by NKTS by provision of release in transit, transferred from customs post of departure to customs post of appointment;

2) ATR (Anticipated Transit Record) - the prior notice of transit: the electronic message IE050, containing information taken from the transit declaration, automatically generated by NKTS by provision of release in transit, transferred from customs post of departure to customs post of transit;

3) registration office of incidents - the next customs post in relation to the place where incident occurred during the procedure of transit;

4) request for the subsequent control - the act of the appeal of Customs Service of carrying out the subsequent control of the provided information and any documents, forms, permissions or data relating to transit transaction for the purpose of check of authenticity of marks, the provided information and seals;

5) release in transit - action by means of which the Customs Service provides to the holder of the mode of transit goods for the purposes provided by this mode;

6) LOI (List of Items) - the inventory: the document which is printed out from NKTS, accompanying goods to customs post of appointment and drawn up according to the provisions established by Customs Service;

7) LRN (Local Reference Number) - the local registration number assigned by the holder of the mode of transit for identification of the transit declaration in NKTS with use of technologies of electronic data processing;

8) MRN (Master Reference Number) - the main registration number assigned to the transit declaration by competent customs post with use of technologies of electronic data processing;

9) NKTS (New Computerised Transit System) - The new computerized transit system used for management and control of customs regime of transit;

10) the plan of providing going concern - the procedure based on use of the paper documents constituted for the purpose of submission of the transit declaration and monitoring of transaction of transit in case of impossibility of application of the procedure based on electronic methods of data processing;

11) competent division of Customs Service - the department of transit as a part of Central office given authority on confirmation and holding procedure of research of transit transactions.

3. B the purposes of application of NKTS the term "customs of departure" corresponds to the term "customs post of departure", "customs of appointment" corresponds to the term "customs post of appointment", and the term "customs of transit" corresponds to the term "customs post of transit"

Chapter II. Information procedure

Section 1 Filling of the Transit Declaration

4. Declaration of goods for the purpose of provision of the mode of transit is performed by filling and the certificate with the holder, directly or through the representative, in the NKTS system of the transit declaration.

5. The transit declaration surely contains LRN appropriated by information system.

6. After filling the transit declaration is transferred by means of NKTS to competent customs post of departure. In NKTS the transport document (CMR), the business document (INVOICE) and, if necessary, the allowing act on goods placement under customs regime of transit are without fail put. Acts are put in the "PDF" or "jpg" format.

7. Submission of the transit declaration in customs post of departure is performed in case of observance of the following conditions:

1) the accuracy and completeness of the data entered in the transit declaration is provided;
