1. Approve the enclosed Rules of accounting by the State Treasury of execution of the state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan.

2. To provide to development department of industries of economy and monitoring of investment projects of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its placement on Internet resource of the Ministry of national economy of the Republic of Kazakhstan after day of its first official publication.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of accounting by the State Treasury of execution of the state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan

Chapter 1. General provisions

1. These rules of accounting by the State Treasury of execution of the state obligations according to the construction projects "turnkey" the Governments of the Republic of Kazakhstan (further – Rules) are developed according to item 4 of Article 147-1 of the Budget code of the Republic of Kazakhstan (further – the Code) and determine accounting treatment for execution by the State Treasury of the state obligations by the construction projects "turnkey" of the Government of the Republic of Kazakhstan.

2. In these rules the following basic concepts are used:

1) the State Treasury – department of the central executive body on budget implementation to which functions of authorized body on treasurer budget implementation are assigned;

2) the state obligations according to the construction projects "turnkey" – set of the rights and obligations of the customer and supplier on the amount allocated from the budget, for certain date of the financial liabilities assumed and not fulfilled by the customer under the signed agreements of "turnkey" construction which is approved by the Republican budget commission or the budget commission of local executive body;

3) the agreement on "turnkey" construction – the agreement which subject are the complex works on asset construction and its introduction in operation including accomplishment project, prospecting, construction (expansion, upgrade, modernization, reconstruction, restoration, capital repairs) and other works, and also the delivery of goods and rendering services accompanying the specified works, except for conducting complex non-departmental examination of projects and services of technical supervision.

Chapter 2. Accounting treatment for execution of the state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan

3. Accounting of execution of the state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan is performed by the State Treasury by means of the integrated automated information system E-Ministry of Finance.

4. Administrators of the budget programs provide in the State Treasury information on the signed agreements on "turnkey" construction of the Government of the Republic of Kazakhstan quarterly to 10 (tenth) following reporting quarter according to appendix 1 to these rules.

5. The State Treasury creates the summary report on the assumed state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan and sends them to the central authorized body on budget implementation quarterly to 20 (twentieth) following reporting quarter according to appendix 2 to these rules.

6. The central authorized body on budget implementation performs the publication on the official Internet resource of the summary report on the assumed state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan according to article 40 of the Code.

7. The state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan are considered performed in case of complete payment of the state obligations according to the construction projects "turnkey" under the signed agreements on "turnkey" construction.
