1. Approve the enclosed Rules for apportionment of quantitative restrictions (quotas) according to appendix to this order.

2. Introduce quantitative restrictions (quotas) for export from the territory of the Republic of Kazakhstan to the third countries and to the countries of the Eurasian Economic Union of sheep and goats live (code 0104 of the Commodity nomenclature of foreign economic activity of the Eurasian Economic Union) in number of 120 000 (hundred twenty thousand) heads of cowslip 4 months in time till April 30, 2026 inclusive are more senior.

3. To the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation to inform the Eurasian economic commission on application of measures for realization of Item 2 of this order.

Declare invalid the order of the Minister of Agriculture of the Republic of Kazakhstan of April 26, 2025 No. 125 "About some questions of evacuation of farm animals from the territory of the Republic of Kazakhstan" (it is registered in the Register of state registration of regulatory legal acts No. 36026).

5. To committee of veterinary control and supervision of the Ministry of Agriculture of the Republic of Kazakhstan in case of interaction with Committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan to take necessary measures for ensuring execution of Item 2 of this order in the procedure established by the legislation.

6. And conversions of agricultural products of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation to provide to department of the agrofood markets:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

7. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

8. This order becomes effective from the date of its first official publication.

Rules for apportionment of quantitative restrictions (quotas)

Chapter 1. General provisions

1. These rules of distribution of quantitative restrictions (quotas) (further - Rules) are developed according to Item 3 of article 18 of the Law of the Republic of Kazakhstan "On regulation of trading activity" and determine procedure for distribution of quantitative restrictions (quotas).

2. In these rules the following concepts are applied:

1) agricultural producer (further - producer) - physical person or legal entity, engaged in production of agricultural products;

2) the feedlot - the subject of agro-industrial complex having the specialized platform and performing purchase of the large horned cattle / small cattle of men's individuals for further fattening;

3) the web portal of "the electronic government" (further - the portal) - the information system representing single window of access to all consolidated government information including the regulatory legal base, and to the state services, services in issue of specifications on connection to the networks of subjects of natural monopolies and services of subjects of the quasi-public sector rendered electronically.

Chapter 2. Procedure for distribution of quantitative restrictions (quotas)

The authorized body in the field of development of agro-industrial complex (further - authorized body) no later than 3 (three) working days from the date of maintaining in action of these rules places on the www.gov.kz Internet resource the announcement of the beginning of distribution of quotas export cowslip more senior 4 months.

4. In the announcement the following information is specified:

1) quantitative limit for export of cowslip is more senior than 4 months;

2) limit on one feedlot and on one producer for export of cowslip is more senior than 4 months.

5. After enforcement of these rules on the portal the quantitative limit of amount of quota export cowslip more senior is created 4 months.

6. The quantitative limit for export of cowslip is more senior than 4 months constitutes 120 000 (hundred twenty thousand) heads, from them:

for feedlots - 60 000 (sixty thousand) heads;

for producers - 60 000 (sixty thousand) heads.

7. The limit on one feedlot for receipt of quota export cowslip more senior from the territory of the Republic of Kazakhstan constitutes 4 months in one-time and cumulative quantity no more than 30 percent from capacity of the feedlot, and on one producer - no more than 500 (five hundred) heads for the entire period of action of quota.

For feedlots capacity of 5000 (five thousand) heads and more limit export cowslip more senior shall not exceed 4 months 1500 (one thousand five hundred) heads for the entire period of action of quota.
