About enhancement of system of medical insurance

For the purpose of enhancement of system of medical insurance, increase in financial stability of the organizations of health care working in system of the Single payer according to Articles 70, of 77, 94 Budget codes of the Kyrgyz Republic, the laws of the Kyrgyz Republic "About medical insurance of citizens in the Kyrgyz Republic", "About system of the Single payer in financing of health care of the Kyrgyz Republic", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve:

1) Regulations on procedure for forming, consideration, approval and budget implementation of Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic according to appendix 1;

2) the Procedure for forming and use of safety stock of Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic according to appendix 2;

3) the Procedure for forming and use of funds for support and development of health care according to appendix 3.

2. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About approval of the Procedure for forming and use of funds for support and development of health care" of October 5, 2017 No. 647;

2) the order of the Government of the Kyrgyz Republic "About approval of regulatory legal acts on regulation of the budget rules and procedures in system of the Single payer" of January 10, 2020 No. 4.

3. To the Ministry of Health of the Kyrgyz Republic to take the adequate measures following from this resolution.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

Regulations on procedure for forming, consideration, approval and budget implementation of Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic

Chapter 1. General provisions

1. Regulations on procedure for forming, consideration, approval and budget implementation of Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic (further - compulsory health insurance Fund) establishes rules and procedures performed by participants of the budget process during the forming, consideration of the budget statement of compulsory health insurance Fund, its approval and execution.

2. This Provision is developed according to the budget legislation, and also the regulatory legal acts regulating questions of financing of system of medical insurance of citizens in the Kyrgyz Republic.

1) the main directions of fiscal policy for the medium-term period;

2) Programs of the state guarantees for providing citizens of the Kyrgyz Republic with the medical and sanitary help (further - the Program of the state guarantees) approved by the Cabinet of Ministers of the Kyrgyz Republic (further - the Cabinet of Ministers);

3) the analysis of budget implementation for previous period.

6. Forming, approval and budget implementation of compulsory health insurance Fund are performed on the basis of the principle of balance of profitable and account parts of the budget.

Chapter 3. Contents of the bill on the budget for the next fiscal year and planning period

7. The bill on the budget for the next fiscal year and planning period contains the following key parameters of the budget:

1) the total amount of the income, including the total amount of the interbudget transfers received from other budgets of the budget system of the Kyrgyz Republic;

2) total amount of expenses;

3) size of turnover cash.

8. The bill on the budget for the next fiscal year and planning period includes the explanatory note to the bill and the following appendices:

1) resources and expenses of the budget for the next fiscal year (the integrated indicators by codes of Articles of classification of the income and economic classification of expenses);

2) resources and expenses of the budget on planning period (the integrated indicators by codes of Articles of classification of the income and economic classification of expenses);

3) expenses of the budget for the next fiscal year by by codes of departmental classification and economic classification of expenses;

4) expenses of the budget for the next fiscal year by by codes of functional classification at the level of five signs and economic classification of expenses;

5) the budget of compulsory health insurance Fund for the medium-term period on program basis;

6) the basic standard rates used for calculations for payment for the rendered medical and other services of health care of system of the Single payer by the organizations for the next fiscal year.

Chapter 4. Forming of budget receipts

10. Budget receipts of compulsory health insurance Fund are created according to the legislation of the Kyrgyz Republic and include:

1) assignments from the republican budget:

- transferred as means of compulsory medical insurance;

- transferred to implementation of target programs in health care;
