Requirements to procedure for import to the territory of the Russian Federation and export out of limits of the territory of the Russian Federation of samples of biological (bioresource) collections, storage units and materials of samples of biological (bioresource) collection

1. This document establishes requirements to procedure for import to the territory of the Russian Federation and export out of limits of the territory of the Russian Federation of samples of biological (bioresource) collections, storage units and materials of samples of biological (bioresource) collection taking into account the regulations established by the right of the Eurasian Economic Union.

2. For the purposes of this document the concepts established by the Federal Law "About the bioresource centers and biological (bioresource) collections and about introduction of amendments to article 29 of the Federal law "About Fauna" are used.

3. When moving samples of biological (bioresource) collections, storage units and materials of samples of biological (bioresource) collection through customs border of the Eurasian Economic Union regarding observance of measures of non-tariff regulation the regulations established by the decision of Board of the Eurasian economic commission of April 21, 2015 No. 30 "About measures of non-tariff regulation" are applied.

4. If samples of biological (bioresource) collections, storage units and materials of samples of biological (bioresource) collection are the goods which are subject to veterinary control (supervision), specified in the Single inventory, subject to veterinary control (supervision), No. 317 approved by the decision of the Commission of the Customs union of June 18, 2010 "About application of veterinary and sanitary measures in the Eurasian Economic Union", their import to the territory of the Russian Federation and export out of limits of the territory of the Russian Federation shall be performed according to Regulations on single procedure of veterinary control (supervision) on customs border of the Eurasian Economic Union and on customs area of the Eurasian Economic Union, the approved specified decision of the Commission of the Customs union, and with observance of requirements, provided by Chapters 1 - 3, 5 - 8, 10, 12, 14 - 20, 38, 40, 41, 43 and 45 - 48 Single veterinary (veterinary and sanitary) requirements imposed to the goods which are subject to veterinary control (supervision), approved by this decision of the Commission of the Customs union.

5. If samples of biological (bioresource) collections, storage units and materials of samples of biological (bioresource) collection are seeds of agricultural plants, their import to the territory of the Russian Federation shall be performed according to orders of the Government of the Russian Federation of January 24, 2023 No. 80 "About approval of Rules of import to the Russian Federation of seeds of agricultural plants for conducting examinations and research works, and also for use in the educational purposes" and of December 30, 2024 No. 1983 "About introduction of temporary quantitative restriction on import of separate types of seeds of agricultural plants".

6. Import on the territory of the Russian Federation and export samples of biological (bioresource) collections out of limits of the territory of the Russian Federation, storage units and materials of samples of biological (bioresource) collection can the scientific or educational organizations which are federal state institutions, equipped with functions of the bioresource center according to the Federal Law "About the bioresource centers and biological (bioresource) collections and about introduction of amendments to article 29 of the Federal law "About Fauna".
