Questions of the electronic register of participants of selection and contractors of public contracts (agreements)

Cabinet of Ministers of Ukraine decides:

1. Determine that:

for the purposes of accomplishment of the Procedure for the production, purchase and supply of explosives and ammunition approved by the resolution of the Cabinet of Ministers of Ukraine of July 16, 2025 No. 902 "Some questions of production, purchase and supply of explosives and ammunition" (The Official Bulletin of Ukraine, 2025, No. 65, Art. 4541), within 30 days from the date of entry into force of this resolution of the comfort letter on availability in the electronic register of participants of selection and the contractors of public contracts (agreements) of information about the producer presented by the Ministry of questions of strategic industries before entry into force of this resolution have the status of comfort letters about availability in the electronic register of participants of selection and contractors of public contracts (agreements) of the information about the producer provided by the Ministry of Defence;

for the purposes of accomplishment of the Procedure for creation, functioning and maintaining the electronic register of participants of selection and contractors of public contracts (agreements), entering of subjects of the managing into it approved by the resolution of the Cabinet of Ministers of Ukraine of March 17, 2021 No. 233 (The Official Bulletin of Ukraine, 2021, No. 26, Art. 1276), are applied to establishment of electronic form and determination of criteria of financial and economic condition by the Ministry of Defence respectively the electronic form and criteria of financial and economic condition established and determined by the Ministry of questions of strategic industries.

2. Bring in the Procedure for creation, functioning and maintaining the electronic register of participants of selection and contractors of public contracts (agreements), entering of subjects of the managing into it approved by the resolution of the Cabinet of Ministers of Ukraine of March 17, 2021 No. 233 (The Official Bulletin of Ukraine, 2021, No. 26, the Art. 1276, No. 66, Art. 4175; 2024, No. 18, Art. 1167; 2025, No. 65, the Art. 4541), and the Procedure for the production, purchase of supply of explosives and ammunition approved by the resolution of the Cabinet of Ministers of Ukraine of July 16, 2025 No. 902 "Some questions of production, purchase and supply of explosives and ammunition" (The Official Bulletin of Ukraine, 2025, No. 65, the Art. 4541), the enclosed changes.

Changes which are made to the procedures approved by resolutions of the Cabinet of Ministers of Ukraine of March 17, 2021 No. 233 and of July 16, 2025 No. 902

1. According to the procedure of creation, functioning and maintaining the electronic register of participants of selection and contractors of public contracts (agreements), entering of subjects of managing into it, No. 233 approved by the resolution of the Cabinet of Ministers of Ukraine of March 17, 2021:

Item 9 to state 1) in the following edition:

"9. From the state customers and subjects of managing in the register certain structural division or the body of military management which is directly subordinated to the Ministry of Defence is responsible for preparation of orders on introduction of information.";

2) in Item 20:

after the paragraph of the fifth to add Item with the new paragraph of the following content:

"the bases provided by the Procedure for production, purchase and supply of explosives and ammunition approved by the resolution of the Cabinet of Ministers of Ukraine of July 16, 2025 No. 902 "Some questions of production, purchase and supply of explosives and ammunition" (The Official Bulletin of Ukraine, 2025, No. 65, the Art. 4541), for the subjects of managing which are producers in the value given in that order.".
