About measures for the organization of effective consumer protection

For the purpose of further strengthening of control of quality and safety of food products, and also I decide implementations of effective mechanisms of consumer protection:

I. Enhancement of system of consumer protection.

1. Establish procedure according to which since March 1, 2026 in case of the expired expiration date of goods on which the system of digital marking is implemented trade in them in automatic procedure is limited by means of this system. At the same time on goods which term of digital marking expired the sales receipt in the control and cash equipment is not printed out.

2. Determine that:

(a) since November 1, 2025 for the purpose of execution of the sanitary and epidemiologic conclusion protocols of all testing which are carried out in the laboratories accredited in system of body of the state sanitary inspection are drawn up electronically by means of the E-laboratoriya module of the information system "E-akkreditatsiya", and also on the official website of this body the single online register of food products on which the conclusions are drawn up is kept;

(b) for the term of 15 October of 2025 till January 1, 2027 as experiment the procedure for consideration of addresses of consumers by non-state non-profit organizations, and also holding actions by them "the secret buyer" and control purchase takes root. At the same time the corresponding employee of non-state non-profit organization for holding these actions shall have the special certificate on the termination of training courses of the Center of researches of competition policy and the rights of consumers under Committee on development of the competition and consumer protection (further - Committee on the competition);

(c) for the purpose of support of activities of non-state non-profit organizations it for the organization of consumer protection and studying of problems in the field of at the expense of means of off-budget fund of assistance to development of the competition (further - Fund) Committee on the competition allocates funds in the form of issue of the state social orders. At the same time:

(i) these funds are allocated from Fund at the expense of part of the means transferred into the republican budget of the Republic of Uzbekistan;

(ii) for consideration of the address of consumers and holding actions "the secret buyer" and control purchase by provision of the state social orders criteria for evaluation of activities of non-state non-profit organizations are determined;

(iii) for the organization of effective use of the funds allocated to non-state non-profit organizations in the form of provision of the state social orders treasurer supervision is established.

3. For the purpose of increase in efficiency of consideration of addresses of consumers since December 1, 2025 the "consumer-the entrepreneur-non-state non-profit organization-state body" system takes root. At the same time:

(a) all addresses of consumers are accepted by means of the information system "Address of the Consumer" started in Committee on the competition and the system of conducting monitoring at all stages takes root;

(b) the system of the direction to all subjects of entrepreneurship of the notification on receipt of addresses from consumers by means of integration of the information system "Address of the Consumer" with unified information system of the Tax Committee is adjusted;

(c) the address of the consumer registered by means of the information system "Address of the Consumer" first of all is considered by the entrepreneur within 10 days under control of Committee on the competition if the address of the consumer is not solved positively, it at the discretion of the applicant goes to Committee or non-state non-profit organizations for studying. At the same time:

(i) in the presence of cases of violations of the rights of consumers non-state non-profit organizations introduce to the entrepreneur the instruction on elimination of offenses in voluntary procedure;

(ii) if the entrepreneur within 10 days does not eliminate offense in voluntary procedure, then non-state non-profit organizations on this case address by means of the above-stated system the relevant authorized state bodies on consumer protection or in court;

() the Committee on the competition carries out work on studying and the solution of system problems of consumers, protection of the rights of uncertain circle of consumers.

4. Agree with the offer of Committee on the competition on increase up to the triple size of penalties on administrative offenses for realization and acceptance to realization of food products expired and also whom are not specified, but date of production and expiration date shall be surely specified.

To committee on the competition within two-month term concerning the offer specified in this Item to submit within the Cabinet of Ministers the bill on modification and amendments in the Code of the Republic of Uzbekistan about the administrative responsibility.

5. Recommend to Public fund for support of non-state non-profit organizations and other institutes of civil society under Oliy Majlis of the Republic of Uzbekistan allocation to non-state non-profit organizations in the direction of consumer protection of government subsidies, grants and financing of socially important projects by them.

II. Organization, providing and control of execution of the resolution.

6. In three-months time for the purpose of timely acceptance and consideration of addresses of consumers to provide to the state bodies and the organizations specified in appendix No. 1 * integration of the information systems with the information system "Address of the Consumer".

7. Approve the Program of measures for the organization of effective consumer protection and its removal on new level according to appendix No. 2*.

8. To committee on the competition together with the interested ministries and departments in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

9. Make changes and additions to some resolutions of the President of the Republic of Uzbekistan according to appendix No. 3.

10. Assign to the chairman of Committee on development of the competition and consumer protection of H. S. Turakhuzhayev the personal responsibility for the effective organization of execution of this resolution.

11. Discussion of course of execution of this resolution, implementation of coordination and the control of organization activity responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
