About measures for the organization of activities of the National research institute of seismic safety and steady construction under the Tashkent architectural and construction university

For the purpose of support of scientific research and training in the field of ensuring seismic safety, use of technologies of artificial intelligence in building sector and developments of digital construction, and also development of steady constructive decisions, necessary scientific approaches in the directions of underground and land town planning, "green" construction, geotechnics and construction materials I decide:

I. Main activities of the National research institute of seismic safety and steady construction

1. Take into consideration that according to the Presidential decree of the Republic of Uzbekistan of October 20, 2025 No. UP-184 is formed the National research institute of seismic safety and steady construction under the Tashkent architectural and construction university (further - University).

2. Determine the main activities of the National research institute of seismic safety and steady construction under the Tashkent architectural and construction university (further - Institute):

(a) carrying out and ensuring implementation in practice of results of scientific research in the following directions of the sphere of ensuring seismic safety and steady construction:

(i) enhancement of seismic and steady constructive decisions, underground and land town planning, infrastructure, "green" construction, energy efficient and alternative technologies;

(ii) conducting monitoring of seismic stability of the operated buildings and constructions, qualities of the made construction materials;

(iii) use of technologies of artificial intelligence in building sector and development of digital construction;

(iv) development of decisions on problems of seismic stability of objects of historical and cultural heritage;

(b) implementation of all licensed types of activity in the field of town planning with accomplishment of the relevant licensed requirements and conditions;

(c) implementation of the basic, applied and innovative researches oriented to the problem resolution in the field of seismic safety and building sector and also preparation scientific and research and educational personnel;

(d) development and conducting examination of project documents of the buildings and constructions referred to III and IV categories of seismic danger based on the licensed requirements determined by the legislation;

(e) carrying out joint scientific research with other scientific organizations, funds, educational institutions, including the international and foreign organizations by the conclusion of agreements.

II. Organizational bases of activities of Institute

3. Determine that:

(a) Institute the director appointed to position and dismissed by the rector of University in coordination with Republican council on coordination of actions of ensuring seismic safety of the population and the territory of the Republic of Uzbekistan and the Supervisory board of the Tashkent architectural and construction university (further - Councils) which has two deputies directs;

(b) activities of Institute are organized on the basis of the principle of self-financing and performed under control of Councils;

(c) The institute is granted the right to creation of the academic councils on award of scientific ranks and academic degrees, and also training of doctoral candidates and independent job seekers on the specializations corresponding to profile of its activities;

(d) the payment terms of work and material stimulation determined for the corresponding positions of research establishments of Academy of Sciences extend to employees of Institute;

(e) The institute under the organization of the activities uses the relevant laboratories of University;

(e) The institute obtains necessary data, statistical, analytical and other information within scientific research from state bodies and the organizations on a grant basis;

(g) The institute has seal and forms with the image of the State Emblem of the Republic of Uzbekistan and with the name in state language, separate balance and personal treasurer accounts;

(h) The institute within the activities uses laboratories of all highest educational organizations and research establishments of the republic on a grant basis.

4. Approve:

(a) Structure of the National research institute of seismic safety and steady construction according to appendix No. 1;

(b) The main objectives of laboratories of the National research institute of seismic safety and steady construction according to appendix No. 2.

5. Grant to the director of Institute the right in coordination with the rector of University and Councils:

(a) to bring in need of change in structure of Institute within the total extreme number of workers and the established salary fund;

(b) to establish the increased tariff coefficients of the Single scale of charges proceeding from opportunities of financial economic activity for the purpose of the organization of compensation depending on results of efficiency of labor activity of workers.

III. Financial bases of activities of Institute

6. Determine sources of financing of activities of Institute:

(a) the means arriving from implementation of the licensed types of activity in the field of town planning with accomplishment of the relevant licensed requirements and conditions;

(b) the funds allocated for the competitions held within the state target programs on scientific activities and also for research works on the basis of the state order;

(c) the means arriving from implementation of the basic, applied and innovative researches oriented to the solution of urgent problems in the field of seismic safety and building sector, and also preparation scientific and research and educational personnel;

(d) the means arriving from rendering all types of paid services by Institute in the field of, stipulated by the legislation;

(e) means of technical assistance and grants of foreign (international) financial institutions and other foreign donors;

(e) the means arriving from charitable gifts of physical persons and legal entities and also other means which are not prohibited by the legislation.

Determine that at initial stage the organization of activities of Institute, and also equipment are performed by its necessary furniture, the computer equipment, stock and other appliances at the expense of the means arriving from provision of the scientific conclusions on seismic stability based on the resolution of the Cabinet of Ministers of October 15, 2022 No. 603, and also fund on support of the sphere of seismology, ensuring seismic stability of constructions and seismic safety.

IV. Organization, providing and control of execution of the resolution

7. In two-month time to provide to university:

(a) approval of the Charter of Institute in accordance with the established procedure;
