About additional measures for ensuring seismic safety and further increase in efficiency of works in the field of seismology
For the purpose of digitalization of the sphere of ensuring seismic safety, carrying out monitoring of seismic condition of objects of cultural heritage and transport constructions, decrease in seismic danger of soil on building sites, training and further increase in scale and quality of scientific research in the field of I decide:
1. Determine the priority directions of ensuring seismic safety and further increase in efficiency of works in the field of seismology:
(a) creation of monitoring system of seismic stability of objects of cultural heritage and transport constructions (automobile and railway bridges, underground and land tunnels);
(b) digitalization of the sphere of ensuring seismic safety and implementation of technologies of artificial intelligence in it;
(c) taking measures of studying and increase in stability of soil soil for building sites;
(d) enhancement of practice of training of qualified personnel in the field of seismic safety and seismic stability, carrying out scientific research.
2. Step by step to implement practice of carrying out monitoring of seismic stability of objects of historical and cultural heritage since January 1, 2026. Determine that:
(a) at initial stage monitoring is carried out on the objects of cultural heritage showing the tourist capacity of the country including in complex Registan in the city of Samarkand, Darvozakhona (fortress of the ARC) in the city of Bukhara, complex Ichang-kalja in the city of Khiva;
(b) monitoring of seismic stability of objects of historical and cultural heritage is performed by the Republican center of seismoprognostic monitoring of the Ministry of Emergency Situations by means of single platform of management of the Agency of cultural heritage;
(c) the expenses connected with the organization of monitoring become covered by fund on support of the sphere of seismology, ensuring seismic stability of constructions and seismic safety (further - Fund).
3. Step by step to implement since March 1, 2026 practice of online monitoring of seismic stability of automobile and railway bridges, and also underground and land tunnels (further - transport constructions). Determine that:
(a) online monitoring is performed by the Republican center of seismoprognostic monitoring of the Ministry of Emergency Situations by means of the TransportSeysmika platform;
(b) data of monitoring are the basis for carrying out by the organization of tool and technical check, responsible for object, on weak points of transport constructions;
(c) the list of transport constructions on which by means of the TransportSeysmika platform step-by-step seismic online monitoring will be performed is created by seismoactive regions;
(d) the expenses connected with acquisition of seismic sensors, their installation on transport constructions and functioning are performed during 2026 - 2028 by fund.
4. Organize since January 1, 2026 on the highways "A-373" and "M-39" of the republic and the railroads adjoining to them crossing mountain areas, permanent radar space monitoring of the territories with high probability of emergence of landslides.
Determine that radar space monitoring is carried out annually till May 1 by the Agency of space researches and technologies, data by its results are represented to bodies of the mining industry and geology, on emergency situations, transport and hydrometeorological services, to local khokimiyats which take measures for prevention of the revealed danger.
5. Establish procedure according to which since December 1, 2025:
(a) on the basis of single system the seismological online platform with carrying out digitalization is started:
(i) bases regional akselerogramm possible earthquakes;
(ii) the cards of general seismic and detailed division into districts providing classification of the territories of the republic by the level of seismic danger on the basis of the scientific analysis;
(iii) cards of microdivision into districts of the centers of areas and the cities in macroseismic points and peak accelerations;
(iv) cards of the active tectonic breaks which are available in the republic;
(b) the seismological online platform is integrated with the national information system "Transparent Construction", the buildings and constructions planned to new construction in seismically active zones are designed on seismological indicators on this platform, and also these indicators are the basis for conducting town-planning examination.
6. For the purpose of implementation of technologies of artificial intelligence to the sphere within ensuring seismic safety:
(a) to adjust since January 1, 2026 practice of mid-term and long-term forecasting of strong earthquakes in the territories with high seismic danger by means of artificial intelligence. Determine that:
(i) this practice is performed by Academy of Sciences and the Ministry of Emergency Situations on the basis of assessment of indicators of emergence of harbingers of earthquakes;
(ii) at initial stage mid-term and long-term forecasting of strong earthquakes by means of artificial intelligence will be organized on the example of the city of Tashkent;
(iii) results of this practice are discussed on Republican council on coordination of actions of ensuring seismic safety of the population and the territory of the Republic of Uzbekistan (further - Republican council) with determination of specific measures;
(b) since March 1, 2026 to adjust practice:
(i) carrying out the analysis of technical condition on seismic stability of buildings and constructions by means of artificial intelligence;
(ii) identifications of the territories on which emergence of earthquake, by means of processing and the analysis by means of artificial intelligence of records of fixing (open data of large volume) of the earthquakes which occurred in the republic for years and also assessment of impact of earthquake on buildings and constructions is in the future possible.
7. For the purpose of streamlining of works on implementation of underground construction in the territories of the republic and to ensuring seismic stability of underground construction objects:
(a) to develop since December 1, 2025 originally in the city of Tashkent, on the basis of the plan in the Republic of Karakalpakstan and the regional centers engineering-geological, seismological indicators at depth 10, of 20 and 30 meters for underground construction objects and to create their digitized cards of seismic intensity;
(b) to perform designing and construction of underground objects according to the seismic level of soil on depth on the basis of engineering-geological and seismological indicators, cards of seismic intensity;
