About additional measures for radical enhancement of activities of khokimiyats of areas (cities) for sustainable social and economic development of regions

For the purpose of acceleration of rates of social and economic development on places, enhancement of local authority in this direction on the basis of the principle "service to interests of the population and entrepreneurs", expansions of powers and financial opportunities of khokimiyats of areas (cities) in search of the operational solution of urgent problems, and also consecutive realization of the priority tasks provided by Strategy "Uzbekistan - 2030", I decide:

I. Purposes

1. Determine main objectives of enhancement of activities of khokimiyats of areas (cities):

(a) transformation of khokimiyats of areas (cities) in modern structure on rendering range of services to the population and entrepreneurs for the purpose of complete implementation in principle life "service to interests of the population and entrepreneurs";

(b) further expansion of administrative powers of khokimiyats of areas (cities) according to the independent solution of questions of local value;

(c) specific determination of priority tasks and the sphere of responsibility of hokim of areas (cities) on regional development;

(d) implementation of effective mechanisms of the organization of cooperation and mutual experience exchange between regions.

II. Implementation in khokimiyats of areas (cities) of the compact and oriented to effectiveness effective management system

Transfer since January 1, 2026 according to the procedure of experiment district (city) divisions of republican executive bodies in 33 areas (cities) to which according to the resolution of the President of the Republic of Uzbekistan of October 8, 2025 No. PP-298 is given the status of "the area (city) in the image of New Uzbekistan", and also in all other districts (cities) of the Surkhandarya region according to appendix No. 1 * in structure of khokimiyats of areas (cities).

3. Determine that during experiment:

(a) district (city) divisions of republican executive bodies are transferred to structure of khokimiyats of areas (cities) with preserving their existing status and payment terms of work of workers, expenses of the organizations without the status of the legal entity are performed by khokimiyats of the respective areas (cities);

(b) hokima of areas (cities) perform direct management of activities of district (city) divisions of republican executive bodies (further - divisions), organize effective fulfillment of the tasks and functions assigned to them;

(c) hokima of areas (cities) are granted the right on:

(i) independent approval and modification of established posts of divisions within allocated funds and the established extreme number of workers;

(ii) position assignment and dismissal of employees of divisions, taking measures to their stimulation or attraction to disciplinary responsibility.

4. Establish for carrying out experiment procedure for the organization of activities of divisions according to which:

(a) republican executive bodies:

(i) perform single state policy, coordination and streamlining of activities, and also law-enforcement functions in the respective sphere;

(ii) render methodical assistance to activities of divisions;

(iii) take measures for advanced training of staff of divisions;

(iv) conduct work on search of the operational and specific solution of the topical issues raised by khokimiyats of areas (cities);

(v) render assistance in ensuring the need for qualified personnel of khokimiyats of areas (cities);

(b) divisions of republican executive bodies in the Republic of Karakalpakstan and areas:

(i) analyze and generalize results of activities of divisions;

(ii) render assistance in the effective organization of activities of divisions.

5. Determine that:

(a) the structure of administrative personnel and the staff list of khokimiyats of areas (cities) into whom the experiment takes root affirm Kengash of People's Deputies of the respective area (city) on representation of hokim of the area (city);

(b) introduction in structure of administrative personnel of khokimiyats of areas (cities) into whom the experiment takes root is obligatory:

(i) structural divisions (positions) on organizational and personnel, information and analytical, financial and economic questions, execution control, energy management, and also office of digitalization, information and legal services;

(ii) positions of the head of the Executive office which is engaged in the solution of strategic tasks, organizational and technical, information and analytical, control and legal ensuring activities of khokimiyats, general coordination of activities of divisions of their administrative personnel.

6. Establish for the term of carrying out experiment procedure according to which:

(a) the extreme number of deputies of hokim in khokimiyat of the Surkhandarya region is determined in number of 6 units, in khokimiyats of areas (cities) - 4 units;

(b) hokima are granted the right to determination of the directions of responsibility of deputies of hokim proceeding from development plans, specialization and drivers of the region;

(c) deputies of hokim of areas (cities) are appointed to position and dismissed corresponding hokimy, the decision made on it is submitted for Kengash's approval of People's Deputies of the area (city);

(d) in the direction coordinated by each deputy of hokim project teams can be created. At the same time project teams:

(i) are engaged in development, realization and monitoring of perspective projects in the respective spheres;

(ii) are created by employees engagement of the district (city) organizations proceeding from the direction of the project;

(e) established posts of khokimiyats of areas (cities) are created in the ratio at least 3 employees on 1 head.

III. Strengthening of capacity of executive bodies on places on regional development

7. Establish procedure according to which:

(a) in case of complete achievement of key performance indicators (KPI) of hokimama of areas (cities) into whom the experiment takes root and their deputies - the size of the funds allocated this territory for creation of infrastructure of "drayverny" projects the next year increases by 15 percent. At the same time additional resources are allocated within the general size of the means planned for creation of infrastructure of "drayverny" projects;

(b) in case of not achievement of key performance indicators (KPI) of hokimama of areas (cities) into whom the experiment takes root and their deputies - the size of the funds allocated the corresponding territory for creation of infrastructure of "drayverny" projects the next year decreases, and also the question of their compliance of post is considered.
