About Strategy "Uzbekistan – 2030"

Adoption of the Constitution of the Republic of Uzbekistan in the new edition by national vote on the referendum held on April 30, 2023 served strengthening of the constitutional bases of construction of New Uzbekistan.

Presidential elections held according to the Constitution in the new edition once again showed political maturity of our society, full national support of the performed reforms on the way of construction of New Uzbekistan.

At the same time in updated constitutional and legal conditions it is required to enhance the main directions of development of the country and to remove the performed large-scale reforms on new stage.

For the purpose of ensuring declaration of will of our people about construction of the free and prospering, strong New Uzbekistan, creation to each citizen of all opportunities for development of the potential, education of the healthy, educated and spiritually developed generation, forming of the strong economy which became important link of global production, and also secured provision of justice, rule of law, safety and stability:

1. Approve Strategy "Uzbekistan - 2030" according to appendix No. 1, developed on the basis of New Uzbekistan of experience and results of public discussion acquired in implementation process of the Development strategy.

entry into number of the states with the income above average by sustainable economic development;

creation of the education system, medicine and social protection which is completely corresponding to needs of the people and international standards;

creation of favorable ecological conditions for the population;

2. Determine that:

strategy implementation "Uzbekistan - 2030" and achievement of its target indicators are determined by priority task of activities of all state bodies and organizations on which first heads the personal responsibility for its accomplishment is conferred;

within Strategy "Uzbekistan - 2030" is provided achievement of all purposes which did not lose the relevance and also accomplishment of the urgent tasks determined by the Strategy of development for New Uzbekistan which implementation continues.

3. Approve structure of the Republican commission on strategy implementation "Uzbekistan - 2030" (further - the Republican commission) according to appendix No. 2.

Assign to the Republican commission (A. Aripov) tasks on providing:

a) the organizations of complete, timely and high-quality strategy implementation "Uzbekistan - 2030", and also preparation and coordination of execution of the appropriate annual programs on its execution;

b) control of high-quality holding actions for reforms within Strategy "Uzbekistan - 2030" on the basis of the opinions and initiatives expressed by citizens, achievement of the planned indicators, and also introduction each half a year to the President of the Republic of Uzbekistan information on results;

c) in two-month time:

critical studying of results of realization on places of the Strategy of development for New Uzbekistan;

extensive discussion among the population of results of strategy implementation of development of New Uzbekistan, systems analysis of proposals of citizens on the matter;

identifications by results of the carried-out studying of the system factors interfering realization of the purposes and tasks, the determined Strategy of development for New Uzbekistan, and acceptance of specific measures for their eradication within Strategy execution "Uzbekistan - 2030".

4. Recommend to the Jokargi Kenes of the Republic of Karakalpakstan, Kengasham of People's Deputies of areas and the city of Tashkent quarterly to hear and carry out critical discussion of information of heads of territorial subdivisions of the ministries and departments on the strategy implementation course "Uzbekistan - 2030" by regions.

5. Establish procedure for control of strategy implementation "Uzbekistan - 2030" and practical measures on its execution, achievements of the corresponding target indicators and timely development in their framework of regulatory legal acts according to which:

a) The Ministry of Justice jointly with Audit Chamber, the Development strategy Center and National movement Yuksalish conducts system monitoring of strategy implementation "Uzbekistan - 2030" and measures for its execution in the corresponding years, monthly brings results of monitoring in the Republican commission;

b) The Jokargi Kenes of the Republic of Karakalpakstan, Kengasha of People's Deputies of areas, areas and the cities quarterly in the territory hold control events for strategy implementation "Uzbekistan - 2030" by the corresponding years by regions;

7. To give to the Ministry of Justice together with the responsible ministries and departments practical help in high-quality and timely development, coordination, placement for public discussion of drafts of regulatory legal acts within Strategy "Uzbekistan - 2030".

8. To the Development strategy center for the purpose of establishment of effective public control over consecutive, high-quality and timely implementation of certain reforms under the motto "Strategy " Uzbekistan — 2030 " — National Strategy":

together with the Ministry of digital technologies in two weeks to start the online portal giving assessment opportunity the population of degree of security of strategy implementation "Uzbekistan - 2030", high-quality implementation of the reforms determined in it by each purpose and its indicators, and also the direction by citizens of the opinions and the announced initiatives of these reforms;

to monthly generalize and represent results of assessment and opinions which arrived from the population and judgment to the Republican commission;

implement together with Coordination council on realization of the national purposes and tasks in the field of sustainable development for the period till 2030 (D. Kuchkarov) system of carrying out together with the public of the annual analysis of strategy implementation "Uzbekistan - 2030" according to Sustainable development goals of the United Nations and publication of its results;

provide preparation, publication in foreign languages and wide dissemination of the information state-of-the-art reviews devoted to strategy implementation results "Uzbekistan - 2030" and implementation of its measures by the corresponding years.

9. To the agency of information and mass communications, to National broadcasting company of Uzbekistan and National news agency of Uzbekistan jointly with mass media to provide on permanent basis:

broad commenting of the purposes and tasks of Strategy "Uzbekistan - 2030", and also explanation of the public of its essence and content in mass media, including by means of the world information Internet and social networks;

bringing to the population of the objective and complete information about realization of the performed measures and condition of achievement of certain target indicators within Strategy "Uzbekistan - 2030".

10. Assign to heads of the ministries and departments, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent the personal responsibility for the effective organization of execution of this Decree.

Discussion of course of execution of this Decree each half a year, implementation of coordination and the control of organization activity responsible for its execution to assign to the Republican commission.

To monthly provide to the President of the Republic of Uzbekistan information on the realized measures.
