About measures for transformation of certain areas (cities) and makhally in the model territories for accommodation of the population and implementation of business activity

For the purpose of giving of powerful impulse to development of entrepreneurship in regions by creation of the favorable circle for accommodation of the population, implementation of business activity and improvement of infrastructure, establishing production with high value added and rendering modern services, I decide implementations in rural makhallyakh of the urban environment and conditions of accommodation:

I. Transformation of certain areas (cities) and makhally in the model territories

1. On the basis of the offer of Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas to implement in practice new approaches on:

(a) to transformation of areas (cities) according to appendix No. 1 * in the model territories for accommodation of the population and implementation of business activity with giving of the status to them "the area (city) in the image of New Uzbekistan";

(b) to implementation in two makhallyakh in each rural district of the Republic of Karakalpakstan and areas of the urban environment and conditions of accommodation with giving of the status to them "makhallya in the image of New Uzbekistan".

2. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas jointly with "The headquarters of reforms" in two weeks to make selection on 2 waved in the image of New Uzbekistan in rural districts on the basis of conditions according to appendix No. 2 * and to submit their list for approval in the Jokargi Kenes of the Republic of Karakalpakstan and regional kengash of People's Deputies.

3. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas jointly with "The headquarters of reforms":

(a) in a month to approve the "Place of Development and Leadership" program (further - the Program) on the basis of the directions determined in appendix No. 3 * by complex development of each area (city) in the image of New Uzbekistan and waved everyone in the image of New Uzbekistan;

(b) till December 15, 2025 to develop and approve the master plan for the center waved in the image of New Uzbekistan on the basis of offers and projects of the population and entrepreneurs;

(c) till February 1, 2026 to develop the project documentation of the objects included in the Program;

(d) since March 1, 2026 to begin construction works according to the approved projects;

(e) till December 1, 2026 to provide start of the objects included in the Program.

4. Determine that financing of development of master plans and the project documentation is performed for the account:

(a) the saved means in the local budget and additional sources of local budgets;

(b) fund of development of entrepreneurial infrastructure under Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas;

(c) fund "Infrastructure and social stability";

(d) other sources which are not forbidden by the legislation.

5. To the Cabinet of Ministers to approve the draft of the relevant document on the high-quality organization and acceleration of construction repair work on the objects included in the Program in a month.

6. To the Ministry of Economics and finance together with the Ministry of Construction and Housing and Communal Services till February 1, 2026 to attract the foreign companies at the expense of means of the "Complex Development of the Average Cities" project of the World Bank and to begin development of "spatial plans" for development of areas (cities) which are given the status "the area (city) in the image of New Uzbekistan".

II. Removal on new stage of development of the industry

7. Determine that within the "Area (City) in the Image of New Uzbekistan" project annually:

(a) due to establishing production with high value added, deepenings of industrial cooperation and expansion of capacities of industrial zones with complete use of the available raw material stocks growth at least by 2-3 percent from the current growth rates of the industry in the Republic of Karakalpakstan and areas will be provided;

(b) with investment attraction in equivalent at least 50 million US dollars will be started at least on 10 large investment projects in the directions of food, production of furniture, construction materials, sewing case and other profile directions;

(c) will be involved in export activities at least, than on 3 - 5 companies which did not enter with the products the foreign markets earlier;

(d) production of national branded products at least, than at one company, with attraction from the foreign states of such specialists as technologists, marketing specialists, brand managers will be arranged;

(e) on 10 entrepreneurs will go to the specialized industrial exhibitions held in the foreign states for experience exchange.

8. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with the Ministry of Economics and finance, the Ministry of investments, industry and trade, Chamber of Commerce and Industry in two-month time taking into account Item 7 of this resolution to submit in the Cabinet of Ministers for approval "road maps" of the accelerated development of the industry of each area (city) in the image of New Uzbekistan. At the same time are provided:

(a) the organization on the empty land in the makhall in the image of New Uzbekistan and in adjacent to it makhallyakh microindustrial centers, the centers of workmanship and rendering services;

(b) placement of perspective investment projects on the empty land in industrial zones, and also creation of new industrial zones in the territories with the available engineering infrastructure;

(c) projects implementation of the "green" industry, directed to reduction of the harm done to the environment by means of technologies with outstanding energy efficiency.

III. Creation of chain of value added by means of new approaches in agricultural industry

9. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas till February 1, 2026 in areas which are given the status "the area in the image of New Uzbekistan" to expose on electronic online biddings at least 200 hectares of the empty land of agricultural purpose which is in reserve of khokimiyats of areas according to the Presidential decree of the Republic of Uzbekistan of February 3, 2025 No. UP-18, proceeding from their amount.

10. To the Ministry of Agriculture together with the Ministry of employment and reducing poverty, commercial banks, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas till December 1, 2025 to bring in the Cabinet of Ministers:

(a) the draft of the program for creation of industrial garden plantations at least on 50 hectares of land in each area in the image of New Uzbekistan;
