1. Start pilot project on primary state registration of vehicles by means of the portal of "the electronic government" and objects of informatization.

2. Approve the Algorithm of realization of pilot project according to appendix.

3. To provide to committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) Placement of this joint order on official Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication;

2) within five working days from the date of signing by the last of heads of state bodies of this joint order the direction it the copy in electronic form in the Kazakh and Russian languages in the republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan.

4. To impose control of execution of this joint order on the supervising vice-Ministers of Internal Affairs and artificial intelligence and digital development of the Republic of Kazakhstan.

5. This joint order becomes effective from the date of its first official publication and is effective till August 31, 2026.

Algorithm of pilot project on primary state registration of vehicles by means of the portal of "the electronic government" and objects of informatization

Chapter 1. General provisions

1. This Algorithm determines procedure for realization of pilot project regarding rendering the state service "State Registration, Accounting and Removal from Accounting of Separate Types of Vehicles on Vehicle Identification Number, and also Issue of Registration Certificates of Vehicles and the State Registration Number Boards" by means of the portal of "the electronic government" and objects of informatization in case of primary state registration of the vehicles made in the territory of the Republic of Kazakhstan.

2. In case of primary registration of vehicles by means of the portal of "the electronic government" and objects of informatization, the choice of the state registration number boards of the increased demand and left on storage is not available.

3. In this Algorithm the following reducings are used:

1) PEP - the portal of "the electronic government" and objects of informatization;

3) BMG - base of mobile citizens;

4) ERAP - the information system "Unified Register of Administrative Productions";

9) GRNZ - the state registration number board;

4. Process of primary state registration of vehicles by means of the portal of "the electronic government" and objects of informatization includes the following stages:

1) Initiation of the request for primary vehicle registration from the seller (the legal entity - performing sales activity of vehicles) with passing of check on OKED. In case of discrepancy of OKED - removal of the notification on impossibility of rendering service, in case of compliance of OKED - transition to the following step;

2) the Seller enters VIN code and PEP performs according to data from information systems;

3) Check on system of electronic passports of vehicles. In the absence of data - removal of the notification on impossibility of rendering service, in the presence of data - transition to the following step;

4) Verification of data on customs payment. In the absence of data - removal of the notification on impossibility of rendering service, in the presence of data - transition to the following step;

9) the Seller signs the request by means of the EDS;

10) the Buyer receives the notification in personal account of PEP on receipt of the request for primary vehicle registration and approves the request then passes to filling of data;

11) PEP performs request in GBD FL for receipt of the urgent status of the buyer and his personal data. In the absence of data - removal of the notification on impossibility of rendering service, in the presence of data - transition to the following step;
