About measures for further enhancement of system of target preparation and effective attraction to public administration and service of perspective personnel
For the purpose of enhancement of system of preparation patriotically adjusted, respecting advantage of the person, intolerant of corruption and the professional managerial personnel of new generation, their retraining and advanced training for industries and spheres, and also in this sphere I decide improvements of procedures of carrying out effective scientific and innovative researches:
1. Transform Academy of public administration in case of the President of the Republic of Uzbekistan to Academy of state policy and management in case of the President of the Republic of Uzbekistan (further - Academy).
2. Determine that the Academy is legal successor by the rights and obligations of Academy of public administration in case of the President of the Republic of Uzbekistan.
3. Determine the main objectives of Academy:
(a) development of educational programs and projects according to the best foreign practices for constant development of potential of the government civil servants (further - government employees) and managerial personnel;
(b) regular advanced training and retraining of government employees, and also training of managerial personnel at stages of magistracy and postgraduate education;
(c) the organization of regular preparation and increase in potential of personnel on the basis of the created professional competences taking into account basic recommendations of Organization for Economic Cooperation and Development, and also national values and regulations of morality of our people;
(d) the organization of educational programs in cooperation with the foreign organizations and orientation of professional competences of managerial personnel to development on the basis of requirements of the national legal system and recommendations of the international organizations;
(e) implementation of educational and research processes by means of created based on faculties and departments of schools "education - research - practice", based on the best foreign practices;
(e) wide use of digital technologies and technologies of artificial intelligence in preparation and advanced training of managerial personnel and government employees, regular increase in their digital competences;
(g) investment attraction in processes of strategic development of activities and conclusion of Academy to the level of international standards, and also strengthenings of its scientific and pedagogical and material potential;
(h) the organization of educational programs on the basis of forming of "spiritual shape" of the modern head at government employees;
(i) complete digitalization of educational and research processes, the organization of educational process by means of the LMS system and the Digital Academy platform according to the best foreign practices;
(j) carrying out scientific research and development of practical suggestions for improvement of public service and management, to effective implementation of the tasks and goal achievement determined by Strategy "Uzbekistan - 2030" and development programs of spheres and industries.
4. Form the Board of trustees of Academy of state policy and management in case of the President of the Republic of Uzbekistan (further - the Board of trustees) and to approve its structure according to appendix No. 1.
5. Determine that the Board of trustees renders assistance to activities of Academy and makes relevant decisions on the following priority questions:
(a) determination of the perspective directions of preparation, retraining and regular increase in potential of personnel in the sphere of state policy and management of the republic, and also development of scientific and innovative researches and the international academic cooperation in this sphere;
(b) strategic development, increase in the international authority, raising of educational and research activities on the level of international standards, strengthening of managerial, scientific and pedagogical potential and material opportunities of Academy, and also investment attraction in these processes;
(c) the regular analysis of results of monitoring of observance of the state educational standards of training in the sphere of state policy and management, and also accomplishment of the state requirements to retraining and advanced training of government employees;
(d) modification and amendments in the approved parameters of the state target order on training in Academy taking into account the Strategy purposes "Uzbekistan - 2030" and strategic development of spheres;
(e) approval and modification of structure of Academy, determination of procedure for involvement of specialists (consultants, lecturers, teachers and others) to activities of Academy on the terms of time work and long-term labor activity, and also payment of their work by extrabudgetary funds proceeding from work market situation;
(e) carrying out the analysis of results of monitoring of professional and career development in the ministries, departments and the state organizations of graduates of programs of magistracy and retraining of Academy.
6. Implement the following procedure for advanced training and retraining of government employees by state bodies and organizations since July 1, 2025:
(a) development of profile knowledge of government employees, and also retraining and advanced training of the government employees carried to auxiliary group will be organized in the centers (institutes) of retraining and advanced training of their own system or the respective spheres and industries;
(b) advanced training and retraining will be organized taking into account needs of workers for professional development, and also traditional, alternative and independent forms of advanced training take root.
7. The academy performs:
(a) on short-term rates advanced training on development of the leading and management skills of the government employees carried to political and managerial groups;
(b) scientific and methodical promotion and coordination of educational programs for the leading and managerial directions of the centers (institutes) of retraining and advanced training of personnel in system of state bodies and organizations.
8. The agency of development of public service (further - the Agency) performs:
(a) forming of the contingent of the government employees studying according to educational programs of advanced training and retraining of Academy;
(b) introduction of offers on forming of the main directions of continuous increase in professional competence of government employees;
(c) coordination of activities for increase in potential of the government employees included in the National personnel reserve, and also connected with preparation, retraining and advanced training of government employees.
9. To the agency together with Academy on the basis of the best foreign practices to develop model of basic competences till December 1, 2025 for auxiliary group of positions of the public civil service, till March 1, 2026 - for political and managerial groups of positions.
10. Implement since October 1, 2025 in Academy short-term professional development course of heads, candidates for executive positions and managerial personnel of public service. At the same time:
(a) curricula and programs are developed on the basis of the current and perspective tasks of public service and management, till one month knowledge and skills of the head develop;
(b) following the results of short-term rates diagnostics of the mastered knowledge and professional skills of government employees is carried out;
(c) to these rates professors and teachers of the lead highest educational institutions, experienced experts having practical knowledge and skills, specialists of private sector, the consulting and information and analytical agencies, and also representatives of the international organizations are attracted.
11. Implement since January 1, 2026 in Academy the following educational programs of retraining for up to 6 months:
(a) the special rates on geopolitics, global safety, sustainable development, project management, social and economic policy and other urgent directions organized according to orders of Administration of the President of the Republic of Uzbekistan;
(b) the Female heads program - for development of the leading skills and preparation for public service of initiative women;
(c) the Leaders of the Future program - for involvement of perspective youth to public service and development of leadership and management skills of young government employees;
(d) the "Systems Analysis, Strategic Planning and Achievement of Target Indicators" program - for the leading and managerial personnel of state bodies and the organizations, and also candidates for these positions;
(e) the "Social and Economic Development of the Territories and Attraction of Foreign Investments" program - for hokim and their deputies, and also candidates for these positions;
(e) the "Forming of Personnel Reserve and Human Resources Development" program - for heads of the structural divisions responsible for personnel policy of state bodies and organizations;
(g) the "Effective Management of State Programs and Projects" program - for development of skills of project management and monitoring of drafts of the state, industry and regional development programs.
12. Determine that:
(a) The agency creates the candidate list based on offers of the interested ministries, departments and the organizations for educational programs of retraining and after their comprehensive study and assessment annually till July 1 represents to Academy;
(b) within the professional development course organized in Academy obligatory assessment of knowledge of government employees of the Constitution of the Republic of Uzbekistan, history and to culture of Uzbekistan, state language, ethical rules and other directions is carried out.
