1. This Charter determines order of interaction of national association "Belarusian railroad" (further - the Belarusian railroad), the organizations which are its part (further - the organizations of the Belarusian railroad), and the Ministries of Defence when implementing military rail haulings, the procedure for data structure of transportations, content and servicing of railroad side tracks of objects of the Ministry of Defence both in peace, and in wartime is established.
2. For the purposes of this Charter the following terms and their determinations are used:
military team - the group of the servicemen of three and more people following to the destination with military load or without it, organized by the sender for transportation by railway transport public (further - rail transport);
military rail haulings - transportations by railway transport of forces and means of military units, military loads, military teams and military passengers;
military passengers are the passengers who drew up tickets according to military carriage documents or in cash, having business trip orders, instructions or leave passes of the Ministry of Defence, Ministry of Internal Affairs, State boundary committee, Committee for State Security and also the members of their families specified in these documents;
military carriage documents - the documents of the established form intended for registration of military rail haulings with the subsequent payment on clearing settlement;
military load - the arms, the military and special equipment, food, fuel and other appliances belonging to Armed Forces of the Republic of Belarus (further - Armed Forces), to internal troops of the Ministry of Internal Affairs, the state security agencies, bodies of the border service, transport troops of the Republic of Belarus (further - transport troops), accepted for delivery by railway transport in destination according to the transportation agreement;
the military train - the train incorporating 10 and more cars occupied with military echelon and (or) military transport. If the military echelon or military transport is transported by the separate locomotive, then such train is considered the military train irrespective of the number of cars;
military transport - the military load accepted for transportation by railway transport from one sender to one receiver in number of one and more cars;
military echelon - the military unit organized by the sender for transportation in one train or its division or military team for which transportation it is required one and more cars;
railroad side tracks of objects of the Ministry of Defence - the railway tracks of uncommon use belonging to the organizations of the Belarusian railroad or the Ministry of Defence on the right of operational management and intended for transport servicing of objects of the Ministry of Defence.
3. When implementing military rail haulings the transported military units and/or their divisions, military teams will be organized in military echelons, and military loads - in military transports.
The arms, military equipment and property following under protection of military guard can be also transported by military echelons.
4. For the purpose of ensuring military rail haulings the Belarusian railroad in peace time performs actions for mobilization preparation of the organizations and infrastructure facilities of rail transport, vehicles of rail transport to work in wartime, to content and accumulating of loading and unloading devices and other appliances.
5. Planning and the organization of military rail haulings, and also the solution of questions of preparation of rail transport for their accomplishment in the Ministry of Defence is performed according to this Charter, the Charter of rail transport public and regulatory legal acts of the Ministry of Defence and Ministry of Transport and Communications.
6. For ensuring interaction with the organizations of the Belarusian railroad Ministry of Defence has on rail transport the representations - bodies of military messages:
the management of military messages placed together with the division of the Belarusian railroad exercising process control of transportations;
